Railway is an indispensable part of our country’s infrastructure and plays a pivotal role in the transportation industry.The safety of railway transportation is related to the safety of people’s lives and property and social stability.In recent years,with the separation of government and enterprises and the reform of the system,a new situation in the development of railway transportation enterprises has been realized.However,the development concept of adhering to safety first cannot be changed.The railway power supply system puts safety management in the first place.The power supply system is the source of power for electrified railways.Once an accident or failure occurs in the power supply system,it will cause major economic losses and social impacts.With the rapid development of electrified railways,by the end of 2020,electrified railways will exceed 100,000 kilometers and high-speed railways will reach 38,000 kilometers.The electrification rate will increase from 61.8% to 72.8%.Therefore,the power supply system standard requirements are getting higher and higher.Whether the power supply system can be safely managed will be related to the stable operation of electrified railways.Ensuring safe power supply and safe operation has become the top priority of the railway transportation power supply department.Therefore,it is very necessary to conduct in-depth research on the transportation safety management of railway power supply.Tianjin Power Supply Section was established in August 2013 and is the largest power supply maintenance unit for railways in Tianjin.In recent years,Tianjin’s power supply section has made considerable progress,ensuring the safety of high-speed rail and passengers’ lives and property.But after all,the construction section has a short history and insufficient safety management experience.There are still some problems in safety production.The main manifestations are double violations by employees,loose management,high-speed rail and passenger car safety,general category C and below accidents have not been completely eliminated,and equipment failures sometimes occur.Occurred,there are not only problems in the management staff’s concept,but also defects in the current system.In the face of changes in the external environment and aggravation of internal problems,the power supply section optimizes the current safety production management and control mode and repositions safety management thinking to solve safety management problems under the new situation.This article focuses on the research and analysis of the current status and existing problems of safety production management in Tianjin’s power supply section.How to adjust and optimize the existing safety management and control mode? How to adapt to and ensure the safe operation of electrified railways under new conditions for the rapid development of railway power supply systems? Using LEC risk assessment method,PDCA cycle,"4M" safety management system and other related theoretical methods,the accidents(faults)that have occurred in the power supply section eight years after the establishment of the power supply section were analyzed and evaluated,and three typical accidents of the power supply system were analyzed and evaluated.The accident profile,cause analysis,exposed problems,and rectification measures were deeply analyzed.Using LEC method,"4M" safety management system and other methods,the current safety production control status has been identified and evaluated from the four factors of equipment,personnel,management,and environment,and the safety risk evaluation results are analyzed,aiming at power supply The current situation of safety production risk management of the railway section,formulated safety production risk management and control optimization countermeasures and control measures,and finally analyzed and described the operation effect of the safety risk management system.The implementation of safety production risk management and optimization and the determination of a reasonable safety management model have important reference significance for the optimization of other similar railway power supply safety management models.This article has 22 pictures,25 tables,and 51 references.
