Research On Safety Management Of Railway Power Supply Maintenance Based On Risk Management

Electrified railway is an important part of China’s railway network,and its smooth operation depends on continuous,stable and reliable power supply equipment.In order to ensure the continuous,stable and reliable operation of power supply equipment,it is necessary to carry out safe and effective maintenance of power supply equipment.Safety is an eternal theme in power supply maintenance activities.Safety management based on risk management provides an important guarantee for the safety of power supply maintenance.Risk management is a scientific management method based on risk control theory and with systematic management characteristics.After the comprehensive implementation of risk management in China’s railway in 2012,it has become the main method of railway power supply maintenance safety management after years of development.Through the research on the application of risk management in the safety management of railway power supply maintenance,the comprehensive identification,evaluation and control of the safety risk of power supply maintenance plays an important role in improving the safety management level of railway power supply maintenance and ensuring the safety and orderly process of maintenance management and operation organization.The paper investigates the current situation of railway power supply maintenance safety management in a certain power supply section,sorts out all links of power supply maintenance management and operation organization,identifies the hazards of each link of power supply maintenance operations through work hazard identification and other methods,and uses brainstorming and risk matrix evaluation methods carry out risk assessment activities,determine the hazards that need to be controlled according to the ALARP acceptance criteria,use risk control theory to formulate appropriate "human defense","physical defense" or "technical defense" measures for each hazard to control the risk,and take regular evaluations Ways to supervise the effect of risk control in order to continuously improve the safety management of railway power supply maintenance,have a positive effect on the effective control of the power supply maintenance organization and the risks in the management process,and have certain reference significance for other railway power supply equipment management units to carry out equipment maintenance safety management.
