| The evaluation of resource and environment carrying capacity and the evaluation of the suitability of land space development(referred to as double evaluation)are the premise and basis of the compilation of land space planning.This article in view of the evaluation index of the guide and parameters,weights and thresholds more optional the gender is big,did not form a standard,informatization relying on yanan old revolutionary base areas comprehensive geological survey projects in wuqi county as the research area,in accordance with the guide and short-marginal-risk theory,two methods to carry out a comparative evaluation of the main results were as follows:1.Aiming at the existing problem of double evaluation guidelines,using evaluation method based on the theory of the barrel-marginal-risk,enriched and developed the double evaluation theory and method,its advantage is to simplify complicated problems,highlight the main aspects of the principal contradiction,the maneuverability is strong,has certain scientific nature,advancement and rationality at the same time.2.Based on the barrel theory,the advantageous resources of Wuqi County are petroleum,the comparative advantageous resources are land resources,forest resources and grass resources,and the limiting factor of economic development is water resources.The carrying capacity of resources and environment in Wuqi County is evaluated.Among them,the proven reserves of petroleum resources are more than 450 million tons,with an annual output of 5.5million tons and sustainable exploitation for more than 80 years.Thanks to the activities of returning farmland to forest,the forest coverage rate of Wuqi County has reached 22%,the tree green rate has reached 45%,and the stock volume of living trees has exceeded 1.9 million cubic meters,which can meet the needs of economic construction and development of Wuqi County.The maximum size of land resources that can bear agricultural production is1920.28km~2,and the maximum size of land resources that can bear urban construction is203.00km~2,which is in the safe bearing state at present.The maximum carrying capacity of water resources for agricultural production is 86.66km~2,and the maximum carrying capacity for urban construction is 9.77km~2,which is in a safe carrying capacity.3.The importance of ecological protection and the suitability evaluation of agricultural production and urban construction in Wuqi County were completed.The areas suitable for agricultural production account for 10.29%of the total area,and the areas suitable for urban construction account for 49.51%of the total area.The areas suitable for urban construction only account for 0.99%of the total area,and the areas not suitable for urban construction account for 94.75%of the total area.4.Suggestions on the three-line demarcation and the optimization of territorial space planning are put forward.The area of the ecological protection red line is 46.11km~2.It is suggested to carry out ecological protection and restoration,and implement pilot projects of mountains,rivers,forests,farmland,lakes and grass.The area of permanent basic farmland is270.17km~2.It is suggested to build a"3+X"modern agricultural industrial system represented by fruit industry,animal husbandry and facility agriculture.The urban development area is11.07km~2.It is suggested to build an industrial highland,an innovation base and an industry-city integration demonstration area to provide a spatial carrier for the further development of Wuqi County. |
