| During the decade from 2010 to 2020,severe weather such as storms,rainstorms,hail,and heavy snow frequently occurred.Most cities in the country have been hit by heavy rains,causing serious urban waterlogging.In recent years,urban waterlogging has severely affected the production and life of residents and social and economic development.With the increasingly prominent water safety issues,the concept of sponge city was born as an effective way for urban development and natural resources to coexist in harmony.Since 2015,the state has actively called for and selected 30 cities to join the sponge city construction project.After a five-year construction trial period,the sponge city construction technology has begin to show its effects in solving urban waterlogging and improving water safety.Driven by national pilot cities,some provinces and cities have also begun to actively organize sponge cities to build provincial-level pilot cities to improve their ability to face extreme weather and urban waterlogging disasters.Sponge city is to change the original aggressive urban rapid expansion method in urban drainage,choose a slow and natural method,change the traditional old-fashioned rainwater drainage thought of centralized collection and rapid drainage,treat rainwater as a resource,and use "seepage" The method of“detention,storage,purification,use,and drainage” keeps rainwater and consumes it slowly,so as to solve the problem of urban water safety and relieve the pressure of urban drainage projects.The starting point of this paper is that when the urban water security of Daqing City is threatened,through the planning and construction of the sponge city,natural water bodies and urban green spaces are used to form a water security barrier in the urban area of Daqing City.In terms of engineering construction,the use of "low-impact development and construction" will guide the follow-up in the near future and construction of typical plots in the downtown area of Daqing.This study hopes to provide case reference and research support for the construction of sponge cities in other second-tier cities in alpine regions.Daqing is a city in northern my country,belonging to Heilongjiang Province,and the second largest city in Heilongjiang Province.This paper selects the central city of Daqing as the object of the planning and design of this paper,and tries to study the sponge city planning strategy of the central city of Daqing thoroughly and comprehensively,hoping to avoid the subsequent trouble of urban waterlogging in Daqing.The research background of this article,on the one hand,is the environmental background,frequent urban waterlogging,and the city’s "water security" is facing a crisis;on the other hand,it is the policy background.The country vigorously advocates sponge city construction planning to solve the crisis faced by the city.After the author’s on-site investigation and visit,there will be rainwater retention in Daqing city after the heavy rain,and there will be rainwater spots,and there are even many water spots in the prosperous areas of the city center,which seriously affect the lives and travel of citizens.The research purpose of this article is to keep up with advanced planning concepts,break the existing rapid expansion and destructive urban development methods,change the existing centralized and rapid drainage methods,relieve the pressure of the existing urban drainage projects,and solve the urban "water security" crisis.The research method of this paper is the first to find and analyze many documents,and to understand the concepts of sponge city,low-impact development,rainwater control,planning strategy and so on.The second is to summarize the achievements of the existing sponge city construction projects at home and abroad.Third,comb the background of the existing sponge city construction planning policy from the two levels of my country’s policies and Heilongjiang Province policies.The fourth summarizes and elaborates the case of domestic and foreign sponge cities,and lays the foundation for the follow-up planning research.Finally,on-site investigation and retrieval of relevant information.The main research content of this paper,firstly after data comparison,this paper selects the central city of Daqing as the research object.After on-site field investigation and relevant basic data analysis,it focuses on understanding the basic data of the central city of Daqing,and summarizes the planning conditions of the sponge city of the central city of Daqing.Combined with the current situation of waterlogging in the urban area,the overall simulation of urban data is carried out,and the distribution area of urban waterlogging is expressed intuitively by a model,and the sponge city planning is carried out in combination with urban waterlogging planning and green space system planning.Secondly,according to the guidance of the "Sponge City Construction Guide",choose to cut into the sponge city planning of Daqing’s central urban area from the perspective of storm flood management.The core part of this thesis covers the instructive macro aspects and the micro-levels of the subtleties of urban construction.Based on the "Sponge City Construction Guide" in the macro aspect,the overall goal of the sponge city project in the central city of Daqing is determined,and the green space system is combined to build the sponge city ecological skeleton.Secondly,combined with the current catchment divisions,SWMM software is used to divide the management and control units of the central urban area,and the planning indicators within the units are proposed.The micro level is mainly to select typical urban plots and plots that need to be constructed in the near future to guide the construction of sponge cities.The expected results of the study provide a theoretical basis for the improvement and guarantee of the city’s "water security".This study of the sponge city planning strategy in alpine regions also hopes to provide case reference and research support for the construction of sponge cities in other second-tier cities in alpine regions. |
