Energy storage resources have fast and flexible start-stop characteristics and power adjustment characteristics,which are very suitable for participating in the frequency response of the system,and can effectively solve the power balance problem caused by the massive penetration of renewable energy.As the main source of revenue for energy storage resources to participate in the market,the frequency regulation market directly affects the development of the energy storage industry.A regional unified frequency regulation market is being established in China Southern Power Grid(CSG),but the current regional frequency regulation market transaction mechanism cannot effectively reflect the regulation contribution made by energy storage resources,and the current dispatching model does not take into account the physics state constraints of energy storage resources.In this context,it is of high practical significance to design the transaction mechanism and dispatching mode of the frequency regulation market in CSG.First of all,the paper summarizes the organization process,transaction mechanism,and dispatching model of the Regional frequency regulation Market in CSG.The organizational process adopts the mode of centralized bidding and pre-clearing,and unified clearing within the day.The transaction mechanism uses a two-step clearing mechanism.The first step is to clear the regulation resources of each frequency regulation resource distribution area to meet regulation requirement within the distribution area.The second step is to clear the remaining frequency regulation capacity of the unified frequency regulation control area in CSG.The dispatching mode adopts the network and province coordinated AGC control to achieve CPS standard.Based on the analysis of the regulation market in CSG,the paper puts forward the existing problems.Secondly,the paper puts forward the design ideas of regulation transaction products that adapt to the participation of energy storage in CSG.In terms of determining the regulation requirement,a method for determining the total regulation requirement based on the load change,the change of renewable energy output and the change of the tie-line power flow is proposed,and the capacity requirements of the two types of the regulation transaction products are determined according to the proportion of the high frequency components in the regulation signal.In terms of regulation signal decomposition,a wavelet transform decomposition method based on rolling time windows is proposed.The fast regulation signal obtained by decomposition has a small change range and a short change period.It can achieve "electricity neutrality" in a short period and is suitable for energy storage.Based on the matlab platform and the actual ACE data,the rationality of the design of the regulation transaction products is verified.Then,on the basis of the above product design,the paper proposes the regulation market clearing and pricing model that adapts to the participation of energy storage.The clearing model minimizes the total power generation cost and frequency regulation cost of thermal power units and energy storage power stations,and comprehensively considers system-level constraints and resource-level constraints,and optimizes the clearing power and energy of thermal power units and energy storage power stations.The pricing model is based on the Lagrangian function of the clearing model,and gives the calculation methods of capacity price and mileage price of two regulation transaction products,and uses KKT conditions to analyze the specific connotations of market prices in different market scenarios.Based on the matlab/yalmip platform,a basic example and an IEEE-30 node example are used to verify the rationality of the clearing and pricing model design.Finally,the paper proposes a frequency regulation market dispatching model that adapts to the participation of energy storage.First,a regional power grid frequency modulation control model is constructed.The model includes signal frequency division,frequency modulation controller,thermal power unit and energy storage power station physical response model,etc.For the allocation method of regulation commands,a method based on regulation resource performance indexes and regulation capacity is proposed,which can not only meet the physical operation reality,but also fully reflect the regulation capacity and performance of the regulation resource.For the design of the frequency regulation controller,a model predictive control is proposed.Based on the matlab/simulink platform,by simulating the frequency response characteristics of the system under step load and long-term random disturbance load,the rationality of the frequency modulation control model including MPC is verified.
