Tunnel construction management,as a systematic project,is complex,with long construction period,small safety factor and high technical content.To ensure the smooth implementation of tunnel construction,it is necessary to strengthen the management work in many aspects,so as to ensure the orderly and controllable engineering and enhance the economic benefits.Especially in the construction of complex geological tunnels,it is difficult to control due to large deformation,which puts forward higher requirements for construction technology research and safety management.Therefore,through data collection,consulting and technical analysis,this paper studies the safety control methods of key working procedures of tunnel construction,obtains the key factors affecting the safety of tunnel construction,and formulates the safety management measures of tunnel construction,providing reference for similar tunnel construction.In this paper,from the connotation and characteristics of tunnel construction,complex tunnel construction control methods,tunnel construction management methods,etc.,the related theories of tunnel construction technology and safety management are described in detail.The geological conditions,engineering characteristics,classification of surrounding rock,excavation method,lining type of tunnel body and construction of special geological section of Jiedexiu Tunnel in Tibet are analyzed.By using the analytic hierarchy process,this paper analyzes the basic safety management points and key working procedure safety management points for the construction safety management of Jiedexiu Tunnel in Tibet.The construction safety management objectives of Jiedexiu Tunnel in Tibet are determined and the organization and management institutions are studied.Some measures to strengthen routine safety management are put forward,such as strengthening construction safety organization,strengthening material and equipment management,strengthening construction technology management and ensuring personnel safety management.Auxiliary safety management measures such as safe electricity utilization,ventilation and drainage were formulated.The safety management measures of key working procedures of Jiedexiu Tunnel in Tibet are formulated,including optimizing the advanced geological prediction method;implement advanced support measures such as installing advanced anchors,setting advanced small conduits,and implementing pipe shed support;strengthen the safety management of step method;formulate initiation sequence,design charge structure,implement smooth blasting,pre-splitting blasting and other measures to ensure the safety of blasting operation;strengthen monitoring and measurement measures such as observation management inside and outside the tunnel,vault subsidence measurement,surface subsidence measurement,clearance deformation measurement and surrounding rock pressure measurement;improve the safety and effectiveness of sprayed concrete;carry out self-drilling bolt and optimize bolt layout to optimize bolt construction scheme;implement the construction scheme of steel mesh;pay-off and positioning,strengthen raw material management,implement formwork preparation,optimize mix design,standardize concrete pouring and tamping,strictly control formwork removal and maintenance procedures,and other specific measures to strengthen safety management of secondary lining construction.The construction safety management measures formulated in this paper to ensure the smooth implementation of tunnel construction can provide some reference for tunnel construction in China.
