Research On The Problems And Countermeasures Of Jiangsu’s Vertical Management Of Water Conservancy Projects

Water disasters,water resources,water ecology and water environment are important elements of water conservancy project management,and their systematic governance cannot be separated from water conservancy project management units at all levels.We should firmly grasp the key point of long-term mechanism of water conservancy project management,clarify management affairs and rights,clarify rights and responsibilities,and constantly improve the capacity and level of water conservancy management.This paper adopts the literature research method,interview method,case analysis method,through the management of water conservancy projects in Jiangsu province management responsibility,organizational structure,personnel allocation,management objects,management results to carry out a detailed analysis of the current situation,to explore the main difficulties in management and deep reasons.Based on the theory of fine management,collaborative governance and performance management,this paper demonstrates the problems and causes of water conservancy project management in Jiangsu,and puts forward targeted optimization countermeasures.In Jiangsu,through the study found that,the social benefit is remarkable,water conservancy project management show results at the beginning of the long-term management of lakes,flood control and drought control emergency management system perfect,the development of support and guarantee factors become increasingly perfect,but because of the top design talent guarantee is not clear,relevant mechanism is not perfect,there are lack of,propaganda guidance does not reach the designated position,lead to pipe in the water conservancy project management still exist in Jiangsu short board:Operation management is not strong enough;Weak linkage effect;Basic water pipe strength weak;Public identity is not strong.These weaknesses need to be eliminated.Through this study,based on the advanced experience of Zhejiang and Guangdong,and combined with the actual situation of water conservancy projects in Jiangsu,feasible countermeasures and suggestions are put forward as follows:consolidating the foundation of operation management,deepening the collaborative linkage mechanism,perfecting the construction of talent team,and guiding public participation in management.This study can provide grassroots aspirations for the top-level design of the superior competent units,provide decision-making references for the policy making and implementation process of the grassroots units,and broaden their work horizons and innovative ideas for the management personnel of water conservancy projects at all levels,help them straighten out management rights and responsibilities,clarify management standards and standardize management processes.Moreover,the personnel departments at all levels should be organized scientifically to determine the number of posts and staff,optimize the punishment and incentive mechanism,and seriously standardize the evaluation procedure,so as to provide the personnel management ideas for reference.
