It's the basic need of the Water Conservancy Sustained Development that Water Conservancy Informationization brings along the water conservancy modernization. The exploitation and utilization of Water Conservancy Information Resources is the core content of Water Conservancy Informationization, and the key tache of the exploitation and utilization of Water Conservancy Information Resources is the organization and construction of information resources. Without scientific organization and management, it is impossible to realize the exploitation and utilization of Water Conservancy Information Resources in effect. The rapid development of computer network has been enriching the Water Conservancy Internet Information Resources (WCIIR) significantly, and playing more and more important role in the Water Conservancy Informationization. It is a new project to be resolved by the people working on the water conservancy and water information, which is how to organize the Water Conservancy Internet Information Resources effectively and utilize sufficiently at last.Although the rapid development of network and information technology has provided the very convenient condition for the exploitation and utilization of internet information resources and enriched the information resources which the Internet information user can get, the scattering and disorder of the Internet information contradict incompatibly the user's requirement which is mainly the concentrated and ordered information. In order to make use of the internet information effectively, people have to pay more attention to the study of organizing the information resources to get them ordered and optimized, which has been the hot spot of study in the library & informatics area and the computer science area nowadays.Since 90's of 20th century, people have made unremitting effort on the study and application of internet information organization from theory to practice, and not only some idiographic questions have already been resolved but also various organization mode have been put forward and practiced. The disordered situation of internet information has been improved to a certain extent. However, generally many questions still exist in the organization and construction of internet information, such as unbalanced distribution of the internet information, low quality, low shareable capability, the retrieve results can't meet the user's special needs, and the combination with other specialty subjects isn't sufficient, etc..The study on the organization of WCIIR is only at the starting stage, and to the date there are few research results in this filed, most of which are just preliminary andexplorative. It is meritorious socially and economically to probe into the organization of the internet information resources of water conservancy thoroughly with multi-disciplinary knowledge in three aspects, namely, improving the science and education level of the water conservancy field, improving the scientific management level of the water conservancy and power planning, designing, building, operating, etc., and promoting the sustainable development of water resources system. It is also quite important theoretically and has bright prospect of future application.The basic thinking of this thesis is to make a deep research of the organization of WCIIR which is the base of the exploitation and utilization of WCIDR. by means of combining the informatics theory and computer software engineering. It constructs the basic theoretical frame for the study of organization of WCIIR, and probes into the organization mode of water conservancy especially and provides the basic theory and methods for the organization and utility of the WCIIR efficiently. The full thesis is composed of six chapters:The chapter one is exordium. Firstly, based on the sustainable development thinking of water concervancy, this chapter expatiates on the general direction, the near future and long-dated developing objectives and constructing tasks of Water Conservancy Informationization. Moreover, this chapter also induces and analyses the development actuality of Water Conservancy Mormationization from such three aspects as the basic establishment foundation, the informationization ensurence circumstances building and the expert operation application system. Secondly, based on the conception of information resources which has been defined in the library and informatics, this chapter brings forward the conception of Water Conservancy Information Resources in narrow and broad sense. It classifies the water conservancy information resources as two parts, namely, the traditonal literature information resources and internet information resources, and set forth their essential meanings. This chapter categorizes WCIIR, which is this thesis' emphasis, by it's issuing institution, communicating mode and organizing form. It illuminates the importance of the organization of WCIIR to Infrastructure construction of Water Conservancy Informationization. Lastly, this chapter retrospects the actuality of domestic and overseas study of internet information resources organization and the WCIIR organization. It points out the main deficiency of WCIIR study and the significance of study.The chapter two discusses the organization mode of the internet information resources especially. This chapter organizes the internet information resources according to the first, the second, the third and the standardization organization modeof internet information resources, and detailedly analyses the characteristics and existing questions of those organization modes. The first internet information resources organization mode is comprised of the file mode, hypertext/hypermedia mode, website and webpage mode and non-structure database mode, etc.. The second internet information resources organization mode consists of the search engine mode, subject catalog mode, virtual library mode, digital library mode generally, etc.. As for the third internet information resources organization mode which is not studied systematically yet at present, this chapter tries to propose three new modes such as internet digital library, the internet information resources evaluation websites and meta-search engine catalog. The standardization organization mode of internet information resources includes the extended MARC mode and metadata mode.The chapter three mainly discusses the WCUR in china. By the integrated analysis and comparative study of the existing water conservancy website, this chapter classifies the WCUR websites of china, in terms of the information source institution attribute, as the following websites: the websites of water conservancy board, the websites of seven drainage area institution, the websites of academic communities & scientific research institutes, the websites of universities, the websites of regional water conservancy and so on. Meanwhile, according to the attributes of webs, this chapter also divides the WCIIR websites of china into five kinds, namely integrated information websites, thematic information websites, commercial water conservancy websites, large-scale database websites, digital library websites, etc.. In addition, it evaluates some of representative websites & its channels and makes a recommendation by retrieve experiment study, so that it will be able to provide the guidance for the water conservancy staff to query about the relative information.The chapter four discusses the efficient organization mode of the WCIIR------Water Conservancy Virtual Library(WCVL) emphatically. While expounding the background and conception of the virtual library, it points out that the WCVL is an effective organization mode of WCIIR comparatively. This chapter indicates not only the advantage of the WCVL but also its existing localization. Furthermore, it gives a detailed analysis for the construction process of WCVL by, firstly, collecting the water conservancy websites and webpages by automatically searching way, artificially searching way and other special way provided by the user, secondly organizing the websites and webpages according to the grade sort system, thirdly recording the collected water conservancy websites and webpages, namely, describing the formal characters and contents characters of water conservancy websites and webpages, lastly indexing the subject, which is mainly to extract the words and symbols thatcontains the retrieval characters from the water conservancy information webpages to make an index, then importing these recorded and indexed results to corresponding database of WCVL, and design the software to realize series functions such as the classify retrieve, keywords retrieve, retrieve results display, original web pages appearance and the user interface, etc..The chapter five's emphasis is to study the key technology of the WCVL construction. Firstly, it introduces briefly some of relative techniques which are necessary for the construction of WCVL, such as the basic web database technique, the network communication technique to make the information retrieve regular, information distribution technique to provide users the information, WWW information retrieve technique to realize the effective retrieve, the user authentication and data access authorization technique to ensure information safety, and the metadata technique to describe the WCIIR, etc.. The metadata organization mode of the WCVL is the emphasis in this chapter. Secondly, this chapter analyses and points out that the Dublin Core Element Sets and special format RDF/XML can be adopted to describe the WCIIR in the WCVL construction so that it can open out the WCITR completely and systematically, and provide the convenience for water conservancy staff to inquiry about the information by using WCVL.The chapter six gives the general design and realizable scheme of WCVL. After the analysis of the construction achievement of some existing Virtual Library, such as WWW Virtual Library, TsingHua University Virtual Library, the emphasis subject navigation database of CALIS and so on, this chapter puts forward the constructive objective and principle of WCVL, sets up the function model of WCVL, and describes the outline of the general design including the general structure function design, the confirmation of the range and the standard and the recording item of information resources, etc.. It also provides two kinds of realizable scheme of WCVL, one of which is based on the ASP/ADO technique, and the other of which is based on the TRS full text retrieval technique. At last the chapter builds the webpage frame of WCVL.At the end of the thesis is the conclusion.
