Ecological and environmental issues are hot issues in the current society,the construction of ecological civilization is the consensus of the whole society,soil and water conservation is the basic work of ecological civilization construction.China’s urbanization rate is 63.89%,which is in the stage of rapid development.In the process of urbanization,a large number of production and construction projects will inevitably bring about,and the soil loss is easy to cause urban diseases such as poor urban flood discharge,intensified haze and ecosystem degradation.Water and soil conservation supervision is an important work to ensure the healthy development of production and construction projects in the field of water,soil and water conservation,and to solve the problem of urban soil and water loss.It is very necessary how to carry out efficient supervision,study and establish a standardized and efficient soil and water conservation technical supervision system,control soil and water loss caused by urbanization,and finally realize the obvious improvement of the ecological environment.This paper takes the urban production and construction project and integrated remote sensing technology as the research object,realize the soil and water conservation scheme information,prevention and control responsibility scope and disturbance map information collection,processing,analysis and site review,the results of site verification,comprehensive judgment of the disturbance scope and compliance of the production and construction project.We will build a soil and water conservation supervision system with mature technical system,rapid response and standardized and orderly investigation and punishment,so as to realize the informatization,standardization and scientific supervision of urban soiland water conservation.We promoted government competent departments to perform their duties in accordance with the law,and improved their management level and regulatory efficiency.The main research results are as follows:1.The deep integration of supervision of soil and water conservation supervision and modern remote sensing technology and information technology,changed the lag and blindness of traditional soil and water conservation supervision,promoted the timeliness and standardization of soil and water conservation supervision,and built a regulatory system with mature technical system,rapid information feedback and standardized and orderly process.The remote sensing supervision drew 5,905 perturbation map spots,and the disturbance area was 24491.912hm~2,There are 1,921 disturbance graph spots belonging to the production and construction projects,with a total disturbance area of8598.70hm~2,There are 283 compliance disturbance map spots of the production and construction projects approved,with a disturbance area of 2085.29hm~2.Compared with the traditional regulatory model,the found production and construction projects have increased by 579%.After analysis,Zhouzhi County has the most compliance projects,followed by Chang’an District,the most non-compliance projects in Xi Xian New District,followed by Chang’an District;non-compliance types accounted for the vast majority.The data have proved that Xi Xian New Area,Chang’an District,Baqiao District and Yanta District are the fastest developing urbanization areas in Xi’an in recent years,and the most extensive area and the most serious area caused by artificial development and construction,which has become the basis for soil and water conservation assessment and governance.2.Based on the field information of production and construction projects and production and construction projects,build a standardized technical process,obtain the spatial distribution of soil and waterloss in the supervision area and the disturbance map information of each production and construction project,use the field survey,improve the extraction efficiency of soil and water loss factors.The remote sensing supervision of completed projects and the implementation of soil conservation measures is 68.73%and28.33%;the soil and water conservation measures during the construction period are50.44%and the temporary measures were fully implemented,reaching 102.68%.A large number of spatial geographical information of a large number of illegal projects has been obtained,providing a comprehensive guarantee for the informatization of water and soil conservation supervision and management,and convenient for follow-up scholars to use big data,artificial intelligence and other high-tech means to carry out remote sensing supervision.Through the whole region,high frequency integrated remote sensing supervision technology,comprehensive grasp of the urban production and construction projects,high efficiency to improve the efficiency of soil and water conservation regulation,to effectively solve the process of urban construction,human production and life caused by urban flood discharge function weakening,urban ecological function degradation,deterioration of people’s living environment.High-tech technical means and auxiliary effective supervision mode,found in the urban development and construction,provide scientific basic information for the management of soil erosion,to optimize the regional microclimate,beautify the living environment,improve urban soil and water resources,improve urban human life quality,optimize living conditions,make the city limited resources get reasonable development and economic sustainable development.
