In recent years,emergencies have posed a serious threat to the life and property safety of our people.The scope of emergencies often involves multiple administrative regions,and emergency supplies in disaster areas cannot meet the needs.Under the current situation that emergency rescue in my country is based on territorial management principles,there is an urgent need for external emergency supplies to provide cross-regional rescue.Due to the limitations of transportation methods,a single transportation method can no longer complete the realistic task of trans-regional transportation of emergency supplies.However,my country’s current comprehensive transportation network has begun to take shape,so it is necessary to study the emergency supplies dispatching of the cross-regional comprehensive transportation network.Taking into account that emergencies may cause damage to various infrastructure and transportation networks in the disaster area,resulting in ambiguous demand in the disaster area and uncertainty in the dispatch time of emergency supplies.Therefore,this article will study the emergency material dispatching of the cross-regional integrated transportation network on the basis of comprehensive consideration of uncertain factors.The main research content and research conclusions are as follows:First,Build a cross-regional comprehensive transportation network.Explain the related concepts of emergency material dispatching of the cross-regional integrated transportation network,determine the area definition method;analyze the necessity and characteristics of emergency material dispatching of the cross-regional integrated transportation network;analyze the emergency material scheduling mode and the constituent elements of the cross-regional integrated transportation network Analyze the construction of a cross-regional comprehensive transportation network.Secondly,Analyze and study the effectiveness of emergency supplies in the cross-regional integrated transportation network.Define the emergency material rescue utility of the cross-regional integrated transportation network and analyze its influencing factors;use the method of combining qualitative analysis and quantitative research to deeply analyze the relationship between each factor and the emergency material rescue utility,and comprehensively obtain the emergency material rescue utility calculation method.Third,Analyze and study the uncertainty of dispatch time caused by uncertain demand and road network damage.Triangular fuzzy numbers are selected to represent the demand in the disaster area and a processing method is proposed;the path transportation reliability and quantitative calculation method are proposed,which specifically reflects the cross-region by considering the transportation network within and outside the disaster area;the path delay time is proposed and the function of the path transportation reliability is determined Relationship,quantify the relationship between the reliability of route transportation and the dispatch time of emergency supplies.Fourth,analyze and study the emergency material dispatching of the cross-regional integrated transportation network under uncertain conditions.Establish an optimization model with the goal of maximizing the effectiveness of emergency supplies and minimizing the cost of emergency supplies dispatching,using weighting method to process the multi-objective model into a single-objective model,and combining the research of this paper to improve the traditional ant colony algorithm.Finally,a simulation example is set up and solved with the 2008 Wenchuan earthquake as the background.A sensitivity analysis of target weights is made.The comparative analysis does not consider the cross-regional and cross-regional situations,and compares the two situations of short supply and oversupply;it shows that the emergency material dispatch method of the cross-regional integrated transportation network provided in this paper is in line with my country’s reality.It has strong flexibility and effectiveness,can closely and efficiently integrate emergency supplies and transportation methods,and can effectively deal with emergencies that cause damage to the transportation network.
