In recent years,frequent emergencies have seriously affected people’s normal lives and posed a serious threat to social and economic development.With the rapid development of regional and transport integration,people are facing many negative impacts and challenges while enjoying the huge benefits it brings.The frequent occurrence of emergencies between regions has affected social stability and overall economic development.How to coordinate various modes of transport,optimise resource allocation and achieve rapid dispatch across different geographical and administrative regions is an important research direction for the smooth implementation of post-disaster relief work,and an important challenge for emergency management.Based on a summary review of existing results,this paper proposes a comprehensive transport theory and network model for cross-regional emergency supplies dispatch,designs a scheme for dispatching emergency supplies under cross-regional conditions,including specific elements such as transport mode selection and capacity allocation,and constructs a simulation model to verify the scheme.The research for this paper focuses on:Firstly,on the basis of introducing the concepts related to cross-regional emergency material dispatching,the scope of research is determined;then its components and system structure are analysed.Based on this,the integrated traffic network for emergency dispatch is analysed,including the principles of selecting important nodes for cross-regional rescue,traffic sub-networks and the characteristics and topology of the integrated traffic network,and a comprehensive traffic super-network model for cross-regional emergency material dispatch is constructed to lay the foundation for the core research of this paper.Secondly,based on the constructed network model,this paper considers the constraints of limited resources and capacity,minimum satisfaction rate,maximum throughput capacity and road capacity,etc.,and solves an emergency material dispatching scheme that takes into account timeliness,economy and fairness,establishes a multi-objective planning model for cross-regional emergency material dispatching,designs the NSGA-Ⅲ algorithm to solve it,and uses the set of reference points to perform non-dominated The Pareto optimal solution set is obtained by using the set of reference points to perform non-dominated sorting and environment selection operations.Then,in order to verify the rationality of the proposed model and algorithm,as well as to observe the distribution process more intuitively,a simulation model of cross-regional emergency material dispatching was constructed based on multi-intelligence modelling theory,based on the analysis of the functions and overall structure of the simulation system,using the Any Logic platform for simulation,and designing the order running and vehicle dispatching mechanisms.Finally,experiments were conducted to verify the validity of the model and solution methods in this paper by taking the dispatching of emergency materials after an earthquake disaster as an example.In the experiments,Python software was chosen to solve the emergency dispatching scheme using the NSGA-III algorithm,and the resulting scheme was visualised and verified by Any Logic software.The experimental results show that the algorithm designed in this paper is able to produce Pareto solution sets and frontiers with good convergence and distribution,and has good multi-objective optimisation capability,achieving the coordination and balance between timeliness,economy and fairness.In turn,it is demonstrated that the research in this paper can not only enrich the research content of emergency logistics and form a set of systematic comprehensive transportation network rescue theory for cross-regional emergency material dispatch,but also provide a decision-making basis for emergency command departments to carry out cross-regional material dispatch after emergencies.
