Research On Risk Management Of Investment And Construction Of PPP Projects In Featured Towns

As a new urbanization project integrating urban and rural areas,characteristic towns effectively integrate many functions of urbanization development,consumer industry and tourist attractions,and have good development prospects.However,characteristic towns have a long investment cycle and large capital requirements,and it is difficult to rely solely on government investment in construction.The shortage of construction funds and low operational efficiency are thorny problems in the development of characteristic towns.Using the PPP model to build characteristic towns can effectively solve the problem of construction financing difficulties,help reduce the financial burden of local governments,improve government service efficiency,expand the living space of social capital,and promote market system reforms.At present,there are not many examples of the combination of the PPP model and the construction of characteristic towns in my country,and academic research and theoretical practice are not yet perfect.It is of great practical significance to carry out research on the risk management of PPP characteristic town projects.On the basis of studying the status quo of the development and construction of characteristic towns in my country,this paper analyzes the necessity and feasibility of the development and application of the PPP model in characteristic towns,expounds the key points of the PPP model in characteristic towns,and analyzes its operation mode,investment and financing,and Risk Management.Combining the research results of scholars and the case of Jinling Town’s application of the PPP model,the thesis comprehensively analyzes the characteristics of the case project operation mode,main body structure,investment and financing,etc.,based on the identification of project risk factors,and the expert questionnaire survey method for project risks Score,summarize the important risk factors of the project,and make a risk analysis of important risks and make relevant recommendations.Finally,it puts forward the risk management suggestions for the investment and construction of the characteristic town PPP project to the government department,so as to improve the application performance of the characteristic town PPP model and realize the healthy and sustainable development of the project.This article will play a certain role in promoting the sound development of the PPP model and the construction of characteristic towns in the future.
