Research On Traffic Accident And Management Of Electric Bicycle

With the rapid development of China’s economy and society,the travel distance of residents is increasing year by year,and the human-powered bicycle is increasingly unable to meet the needs of road travel in hilly areas.Electric bicycle for short-distance traffic has gradually developed into a transport tool that cannot be ignored in urban road traffic with its characteristics of convenience,environmental protection,low price and low driving threshold.But,its rapid development has brought many problems to road traffic and urban management,in recent years,the problem of "excessive" electric bicycles such as electric motorcycles,which are regarded as electric bicycles by users,has led to increasingly difficult road traffic order,management and safety.In addition,the majority of electric bicycle drivers have not obtained a motor vehicle driving license or do not match with the quasi driving vehicle,so the awareness of traffic safety is not high,and the traffic illegal behavior is prominent,leading to frequent traffic accidents.Therefore,this paper takes the use of electric bicycles in Liangping District of Chongqing city as an example to study the safety technology and management standardization of electric bicycles has extremely important practical significance and application value.Firstly,the safety characteristics of electric bicycles are systematically analyzed from the perspectives of "human,electric bicycle,road and management ".The results show that electric bicycle like electric motorcycle has the same driving power,easy to use,low price,energy saving and environmental protection,practical,and poor safety performance,insufficient protection and other characteristics,suitable for short distance traffic in hilly areas.But in fact,electric motorcycles as "excessive" electric bicycles,due to the increase in speed and other performance,by the vehicle’s own safety and the comprehensive impact of the driver’s safety awareness,speeding,overloading,do not comply with traffic laws and regulations and other illegal acts,frequent traffic accidents.202 electric bicycle in traffic accident analysis,The majority electric bicycles are "exceeded the standard" vehicles,and the possession is huge,the road is mostly the lack of non-motor lane single and double width road,various types of vehicles mixed driving,electric bicycles in the traffic flow through,overtaking,lane change,turning and other problems are prominent,easy to cause traffic congestion and traffic accidents.Then,the traffic accident tree analysis method is applied to study the cause factors of traffic accidents involving electric bicycles in Liangping.Qualitative analysis of 202 traffic accidents related to electric bicycles shows that electric bicycles exceed the standard,electric bicycles violation without punishment basis,management is not strict,electric bicycles with illness on the road,the driver’s safety awareness is poor,illegal behavior is prominent and other factors are the direct cause of high incidence of electric bicycle accidents.Thirdly,in view of the "excessive" electric bikes are popular,drivers have poor safety awareness,driving without license and other prominent problems,from the management perspective,the current situation,existing problems and management difficulties of electric bicycle management are analyzed.Combined with the new national standard implementation of the impact on the management,analyzes the plight of the electric bicycle traffic accident prevention and control management work.The results show that after taking measures such as publicity of regulations,registration of electric bicycles,special rectification of traffic order,and control of sales links,the number of traffic accidents involving electric bicycles in 2021 is 45,accounting for 22%,and the number of deaths is 25,accounting for 36%,which is slightly lower than the average of 27% in2017-2020.However,there are still many problems such as the high incidence of accidents,low registration rate,and the sale of unbiddable electric bicycles.The analysis of the underlying reasons shows that the existing laws and regulations are not perfect,the relevant functional departments have not formed the joint rectification force,the public’s weak awareness of traffic safety and other problems for a long time lead to the difficult management and implementation.The definition of "non-motor vehicle" in the new national standard of electric bicycle can effectively promote the development of management to the direction of standardization,and safety management is a continuous and in-depth long-term task.Finally,the work measures and special rectification work of electric bicycle management in Liangping district are evaluated.Combined with the management practice of electric bicycles in Liangping District,drawing lessons from domestic and foreign management experience,and aiming at the existing problems,suggestions are put forward from the aspects of improving laws and regulations,ideological understanding,joint management,license registration management,hardware infrastructure and safety knowledge publicity.
