In recent years,due to the rapid development of market reform in the electric power industry,private and privately owned electric power supply companies have caused a major impact on the existing business model of the original power supply companies.How power supply companies can actually play to their strengths in the reform has become a new issue to be explored.Performance management improvement is a very effective initiative among many measures.Among the many positions in the company,the grassroots production staff responsible for production and maintenance,operation and maintenance work directly determine necessary power supply and power production and their business capabilities are closely related to high quality power supply and stable voltage quality.The efficiency of production operations can be enhanced and thus the competitiveness of the company will be improved by optimizing and improving the performance management of the production staff at the grassroots level,continuously improving the quality of individual employees’ abilities and stimulating their potential.Therefore,it is necessary to improve the performance management of grassroots production staff in Chuncheng Power Supply Company.In this paper,the current situation of performance management of grassroots production staff in Chuncheng Power Supply Company was studied and analyzed through performance management theories and methods based on extensive literature work and interviews with grassroots production staff.Firstly,general situation of Chuncheng Power Supply Company and its grassroots production staff were introduced briefly,and then the current shortcomings of performance management of the grassroots production staff of Chuncheng Power Supply Company were analyzed in multiple dimensions,which highlights the characteristics of the grassroots production staff’s poor understanding of performance management,unreasonable individual aspects of performance management,ineffective implementation of performance assessment aspects,lack of communication in the whole process of performance management,and lack of extensive application of assessment results,etc.In addition,face-to-face interviews with grassroots production staff were conducted and problems found were recorded.Adhering to the goal-oriented,problem-oriented and resultoriented improvement ideas,the author formulated optimization measures and improvement methods,and put forward constructive suggestions for the performance management improvement of Chuncheng Power Supply Company based on in-depth analysis of the problems found in the interviews.Combined with the actual work of grassroots production staff,the production part related to the company’s annual key work was refined and decomposed in order to complete the key tasks in phases and ensure that the assessment index of the grassroots production staff is consistent with the overall business performance of the company.The " points-based " method adopted for the grass-roots production staff was to set up standard work points from six aspects:safety production,training,basic management,planning and maintenance,temporary work,and accident handling on the basis of traditional grassroots production work,and then arrive at a more fair and reasonable performance score according to a comprehensive evaluation of difficulty,role played,and quality of completion.At the same time,in order to ensure the effective implementation of the performance management improvement program for the company’s grassroots production staff,specific opinions were proposed from strengthening performance managers to perform their duties and responsibilities,improving the whole process of performance management control and strengthening communication,and establishing guarantee mechanisms at the levels of corporate culture,institutional mechanisms and organizational measures so as to realize scientific and reasonable staff performance management.Moreover,an optimization and improvement plan with practical significance and effect on the performance management of the grassroots production staff in Chuncheng Power Supply Company was proposed,which would lay a good foundation for improving the business level of the company’s grassroots production,improving the company’s production operation efficiency and enhancing the competitiveness of the enterprise.
