Study On The Standardization Of Highway Maintenance Engineering In Detection Inviting Tenders In Shaanxi Province

In order to make the bidding activities of highway maintenance projects in Shaanxi Province in line with the latest national and local policies to optimize the business environment,the winning bidder can be selected in a more standardized and objective manner.This paper examines the problems and standardization proposals in the practice of bidding for highway maintenance project inspection in Shaanxi Province.The research in this paper can provide positive meaning and reference value for improving the efficiency of highway maintenance works,reducing the cost and extending the life of highway.The main research of the thesis is as follows:In this paper,the more frequent problems in the bidding of road maintenance engineering inspection are studied in depth by questionnaire,field survey and expert consultation method.The data was collected through questionnaires to provide data support for deriving the problems in the bidding of highway maintenance engineering inspection in Shaanxi Province.In-depth studies on bidding documents,qualification examination,segmentation,and malicious competition were conducted through literature research method and cause-effect analysis to find the professional quality of bidding personnel preparing bidding documents to be improved and the specific problems in previous bidding documents in Shaanxi Province.Improvements should be made in terms of improving the professional competence of the bidding staff;making amendments to the bidding documents;strengthening the review of construction drawings and bill of quantities;and clarifying the outline of the project and the scope of bidding.Prequalification,a form of qualification,has problems with declarations containing false elements,additional work and costs,contractors prying for important information,and evaluation aspects.Post-qualification should be promoted to replace pre-qualification.Once the division of tender sections is unreasonable,there will be a variety of problems such as prolonged construction period,unfavorable connection,increased contract and management difficulties.The focus should be on these aspects of testing technology,nature of the same bid,critical areas,attractiveness to contractors,bid articulation,funding and site conditions.There are still unbalanced quotations,bid-rigging,bid-rigging and accompanying bids,which are malicious competitive behaviors,in terms of contractor competition.Improvements should be made from detailed analysis of commercial bids,good inquiry work,controlling the reasonable range of unbalanced quotations;good preparation for bidding,paying attention to engineering changes and claims,promoting bid clearing work,and setting proper bid control prices.Through literature research method and case study method to conduct an in-depth study of the bid evaluation process,it is found that the process of bid evaluation is formalized,influenced by the environment and subjectivity of experts,excessive power of experts,etc.The function,cost and value of the value engineering principle should be combined with the engineering reality.Make the evaluation of bids tend to quantify and objectively select the winning bidder.
