Cultivated land is an indispensable element in agricultural production and plays an important role in national food security and maintaining social stability.As one of China’s most economically active provinces,Guang Dong province is densely populated and the demand for food is huge.In addition,in the process of agricultural production,a large number of environmental pollutants will be produced,resulting in the decline of soil fertility,serious decline of cultivated land quality,and insufficient output capacity.For the scarce cultivated land resources,how to make the agriculture of Guang Dong province develop towards the road of high quality,high yield and high efficiency under the premise of considering the environmental constraints is one of the key issues in the agricultural development of Guang Dong province.Combined with the purpose of the research on cultivated land in Guang Dong province and the actual situation of cultivated land,this paper USES the super-efficient SBM model including non-expected output and the total factor productivity index of Malmquist-Luenberger to conduct static comparison and dynamic analysis of cultivated land utilization efficiency in Guang Dong province under environmental constraints.Meanwhile,Tobit regression model was built to analyze the influencing factors of cultivated land utilization efficiency in Guang Dong province.Through research and analysis,the following conclusions are drawn:First,the cultivated land use efficiency is calculated by Guang Dong and static analysis results,is the pearl river delta region of zhongshan,guangzhou,dongguan,shantou,jieyang,Guang Dong region in yuexi area of maoming and so on six city high values of cultivated land use efficiency under environmental constraints,suggests that these areas into the elements of the allocation of resources is reasonable,the input-output ratio in the production frontier.The average efficiency of shanwei in eastern Guang Dong,zhanjiang in western Guang Dong and qingyuan in northern Guang Dong are at the bottom of the whole province,indicating that the utilization efficiency of cultivated land is low.The different levels of comprehensive technical efficiency in Guang Dong province are closely related to the different levels of pure technical efficiency.Secondly,in terms of dynamic change of cultivated land use efficiency in Guang Dong province,total factor productivity index(TFP)was greater than 1 in 19 cities from 2005 to 2016,among which foshan index was the highest.Only heyuan was less than 1,but it was also greater than 0.980,indicating that total factor productivity(TFP)of cultivated land use in Guang Dong province was continuously developing in a good direction.From the perspective of the overall change level of total factor productivity of cultivated land use in Guang Dong province,the overall average value of total factor productivity index(TFP)of cultivated land use in Guang Dong province is 1.035,indicating that the total factor productivity index(TFP)of cultivated land use in Guang Dong province shows an increasing trend during 2005-2016,and the province is in a progressive state.Third,through the construction of Tobit model,the regression analysis of six factors related to the utilization efficiency of cultivated land,including the per capita net income of farmers,urbanization level,multiple planting index of cultivated land,sowing area per labor,agricultural machinery power per unit sown area,and carbon emission per unit agricultural output value,was carried out.The results show that the per capita net income of farmers,urbanization level,multiple planting index and sown area per labor have a positive effect on the utilization efficiency of cultivated land in Guang Dong province,while the indicators such as agricultural machinery power per unit sown area and carbon emission per unit agricultural output value have a negative effect on the utilization efficiency of cultivated land in Guang Dong province.Based on the research results,the following Suggestions are put forward to improve the utilization efficiency of cultivated land in Guang Dong province: Implement rational and scientific urbanization policy to promote the coordinated development of urban and rural areas;Accelerate land circulation and strengthen intensive utilization of cultivated land;To formulate scientific and reasonable input strategies;Increase investment in agricultural technology and raise the technical level of agricultural production;We will intensify efforts to protect the cultivated land ecological environment and establish a sustainable cultivated land utilization system.
