The contradiction between supply and demand of water resources has seriously restricted the grain production in Henan Province.Scientific calculation of irrigation water use efficiency can provide a basis for the implementation of Rural Revitalization strategy.Based on the research of irrigation water efficiency at home and abroad,and drawing on the relevant concepts and theories of irrigation water,this paper firstly studies the current situation of irrigation water use in Henan Province and the problems it faces,and selects DEA-Tobit two-stage method,which is based on panel data of Henan Province and cities from 2008 to 2017.Using DEA analysis method,the static efficiency of irrigation water in Henan and other cities was calculated,and the adjustment of input factors was calculated for non-DEA effective cities.Then the Malmquist index method is used to calculate and analyze the dynamic efficiency of irrigation water.After calculating the efficiency,Tobit model is used to analyze the factors affecting the efficiency of irrigation water use.Finally,based on the conclusions of the study,policy recommendations are put forward to improve the efficiency of irrigation water use in Henan Province.The results show that:(1)The overall irrigation water use efficiency of Henan Province is higher than that of other provinces.Efficiency can be improved by increasing the scale of investment.Technological progress is an effective way to improve the efficiency of irrigation water use in Henan Province.(2)The water use efficiency of each city is quite different.This is mainly due to the economic development of different cities,regional factors and natural resources conditions.(3)The adjustment of input factors is greatly influenced by policy.It is necessary to adjust the main factors according to the different adjustment factors according to the differences between cities and regions.(4)The technological progress of irrigation water use efficiency and the change of total factor productivity are comparatively the same in different cities.It shows that the change of total factor productivity is mainly affected by technological progress.Improving technological level is an important means and way to improve the efficiency of cities.(5)The Tobit model was used to analyze the influencing factors.It was found that the annual average precipitation was negatively correlated with irrigation water use efficiency;the per capita water resources,the number of electric and mechanical wells,and the proportion of irrigation water in total water use were positively correlated with irrigation water use efficiency.The paper gives some suggestions on improving the efficiency of irrigation water use,including strengthening the research and development of water-saving technology,adjusting the investment scale according to the situation of each city,defining the water rights,establishing water-saving incentive mechanism,strengthening the government's investment in water-saving,and strengthening water-saving education.
