Investigation Report On Aquaculture Insurance In Hebei Province

Aquaculture is not only an important branch of breading industry,but also an important part of fisheries.Its output accounts for about 80% of the total output of fisheries in China.Most aquatic products have high protein content and low fat content,which have high nutritional value.Sustainable and stable supply of aquaculture products is of great significance to national food security.In recent years,China pays highly attention to the development of aquaculture industry,and has published several documents to plan the green development of aquaculture industry.Hebei Province is one of the few provinces to develop aquaculture in China.The production of scallops and freshwater fish in Hebei Province is in the forefront of the country.Hebei Province is an important source of aquatic products supply in Beijing-Tianjin-Hebei Region.Aquaculture products have strict requirements on water quality,and are vulnerable to temperature,rainfall and other factors.At the same time,Hebei Province is located in a special geographical location,often suffering from drought,rainstorm and even typhoons and other natural disasters.These disasters pose a great threat to the development of aquaculture.Aquaculture insurance was first established in Hebei Province in 1980 s,but it failed to develop continuously because of the high compensation ratio.Since 2013,Hebei Province has successively carried out aquaculture insurance pilot projects in Caofeidian district of Tangshan,Luquan district of Shijiazhuang and other places,bringing risk protection to local farmers.However,in general,the development of aquaculture insurance in Hebei Province is slow and tortuous,and the farmers in many areas are still in the situation of no insurance.At present,the development of aquaculture insurance in Hebei Province is facing difficulties: the lack of financial subsidies for premium limits the demand of farmers;the high indemnity costs and great operating difficulties of insurance business organizations limit their enthusiasm of supply;the existing insurance products can not meet the actual needs of a large number of farmers;farmers lack objective understanding of insurance and can not afford high premium.Many factors restrict farmers to buy aquaculture insurance.This paper focuses on the research of aquaculture insurance in Hebei Province,introduces the development conditions and related risks of aquaculture industry in Hebei Province,and then introduces the development process and current situation of aquaculture insurance in Hebei Province.Through the questionnaire and field survey to the aquaculture farmers in Hebei Province,this paper tries to find out the factors that affect the demand of aquaculture insurance in Hebei Province,and understand the views of aquaculture farmers on aquaculture insurance;through consulting aquaculture insurance agencies,this paper attempts to explore the reasons for restricting the supply of aquaculture insurance in Hebei Province.At the same time,combining with the research results of many experts and scholars,this paper puts forward some suggestions for optimization from six aspects: including aquaculture insurance in the premium subsidy catalogue,adhering to the green and healthy development of aquaculture industry,strengthening the research and development of insurance products and the application of insurance technology,building a diversified aquaculture insurance product system,controlling the level of aquaculture insurance premium and strengthening the publicity and education of aquaculture insurance.The innovation of this paper is that the topic is relatively new.At present,there are many studies on aquaculture insurance in China,but there are few systematic studies on aquaculture insurance in Hebei Province.In the transformation stage of reducing output but increasing income and green development of aquaculture industry in Hebei Province,it is of great practical significance to study aquaculture insurance.The deficiency of this paper lies in the limited number of samples and questions in the questionnaire.At the same time,I still need to know more about the aquaculture insurance products of various insurance agencies and the pilot situation of aquaculture insurance in other regions.
