Research On Optimization Of Fallow Compensation Policy Groundwater Funnel Area In North China Plain

With the gradual emergence of fallow effects in the groundwater funnel area in North China,it has become an inevitable choice for the fallow work to move from "pilot" to "promotion" in this area.The fallow compensation in the fallow policy is that the government uses economic compensation to compensate for the economic losses caused by farmers in the fallow process to reduce the excessive use of groundwater and the planting of fallow crops.The fallow compensation standard is related to the vital interests of farmers participating in fallow farming,it has attracted much attention,and the implementation effect of fallow policy was determined.First of all,this paper analyzes the problems existing in the current fallow systemin Hengshui City,and gives an overview of the implementation status of The Fallow Compensation Policy in Hengshui City..The analysis results show that the macro-level fallow compensation policy mainly has the following problems: single implementation model of fallow;"one size fits all" of fallow compensation standards and lack of supervision mechanism in the current fallow system.Then,using the survey data of farmers in Hengshui,Hebei Province in 2016,to study and judge the current implementation dilemma of the fallow policy in the groundwater funnel area of the North China Plain,based on the analysis of peasant households’ willingness to pay for fallow and its influencing factors,and the impact of changes in agricultural product prices on peasant households’ willingness to pay for fallow.Specifically,farmers’ willingness to accept compensation for fallow is not high;the actual needs of farmers for dynamic compensation mechanisms are difficult to meet,and the subsequent employment guidance and assistance mechanisms for farmers are lacking.In recent years,the CPC Central Committee and the State Council have implemented the system of arable land fallow.We will further promote the agricultural supply-sidereform.This is a necessary requirement for the sustainable development of agriculture,andaccelerate the construction of green ecological agricultureallowance system.Based on the above expectations and requirements,thispaper believes that the establishment of a long-term fallow system and the improvement of the fallow policy in the groundwater funnel area of the North China Plain can be further improved from the following aspects.First of all to improve the set-aside compensation policy that compensation standards to local conditions fallow system,build dynamic compensation mechanism,fallow compensation paid in the form of innovation,and improve the compensation methods.Secondly,to build a self-participatory fallow implementation mode.Thirdly,to build the fallow supervision system,from the fallow object to establish monitoring and supervision to the system implementation main body and to evaluate the system performance and so on to build fallow supervision system.Finally,to build a fallow farmer employment assistance system and establish a mechanism for helping the government to guide enterprises through training and guidance to enhance the professional skills of farmers fallow,and increase efforts to support entrepreneurship.
