The Present Situation Investigation And Countermeasure Research Of Township Animal Epidemic Prevention Station In Changde City

As the lowest level of Animal epidemic prevention system,Township Animal epidemic prevention Stations are responsible for the concrete implementation and play a decisive role of Animal epidemic prevention and control efforts,they provide support and security in the development of livestock husbandry.So to strengthen and perfect the construction of Township Animal epidemic prevention Stations are very important the transformation and upgrading of livestock husbandry in Changde City.This paper further studies the present situation of livestock husbandry,the organization and personnel condition of Township Animal epidemic prevention Stations,The main grass-roots work contents of Animal disease prevention and control in Changde City,through consulting reference literatures,processing of data,making spot investigation and questionnaire.The author analyzes the main problems:(1)Animal epidemic prevention and control system is difficult to manage for the reason that it can’t distinct their position,rights and duties.(2)Animal epidemic prevention and control efforts are neglected by the government leaders,Township Animal epidemic prevention Stations are lack of found and supports from the government.(3)Most of the stations are short of professional talents,most of the staff are ageing,with low professional and education levels,and most of them are assigned some unprofessional work to do.(4)The farms refuse to cooperate in prevention and control work for they are lack of awareness on the animal epidemic prevention and legal consciousness.(5)Animal epidemic prevention and control efforts are hard to carry out which is subject to such factors as: confused about enforcement and service;lack of oversight;imperfect rules of law.For ensuring a high efficiency in animal epidemic prevention and control efforts,the author gives the proper suggestions,solutions and strategies aiming at the problems.(1)To perfect organizational establishment,clear delineation and classification of job responsibilities,strictly separate between government and corporate responsibility.(2)To establish sound system of legislation and management in line with international practice from the point of view of animal health and safety.(3)To establish the funding guarantee system;enlarging the funds investment and strengthening infrastructure.(4)To perfect employment incentive mechanisms,approve staffing reasonably;optimize the staff structure;improve staff quality.(5)To change the concept of animal epidemic prevention and control,including diverse executors such as veterinarian socialized services,veterinary association;and enhancing the cooperation with universities;fulfilling the animal epidemic prevention and control responsibility of a corporation.
