Status Survey And Countermeasures Research On The Construction Of Rural Animal Epidemic Prevention Team In Puyang City

ABSTRACT Practices proved that, in order to prevent and control the occurrence and prevalence of important animal epidemics, we must propel the reform of the veterinary administrative system further, enhance the construction of the animal epidemic prevention system and perfect the veterinary team. The rural animal epidemic prevention team is the basis of prevention and control animal epidemics, the major force of implementing important anti-epidemic measures, such as: vaccinating animals compulsory, attaching livestock and poultry markers, setting up immune archives and reporting animal epidemics. Enhancing the construction of rural animal epidemic prevention team is benefit to detect, react and deal with important animal epidemics (such as: Avian Influenza and Porcine Reproductive and Respiratory Syndrome) early,and carry out the animal epidemics prevention measures. We can extend the anti-epidemic network, strengthen anti-epidemic sense and impart anti-epidemic knowledge to grass-roots units.There are a lot of issues existed in the construction of rural animal epidemic prevention team in Puyang City though investigating on Puyang County, Qingfeng County, Nanle County, Fan County, Taiqian County, Hualong District and Gaoxin District, including irrational staff assignment, low profession diathesis, instability troops and imperfect administration system. This article aimed at the status of the rural animal epidemic prevention team in Puyang city, analyzed factors restricting the team construction, draw on the advanced construction experiment of Henan and other provinces, and integrated with the practical conditions of Puyang City, gave some feasible suggestions about consummating the construction of rural animal epidemic prevention team.The construction of rural animal epidemic prevention team have no perfect standards at present in Puyang city. The team is not suitable for preventing and controlling important animal epidemics. Therefore, we suggest that the Puyang government improve the regulations of rural animal epidemic prevention team as soon as possible, rationalize the administrative system, enhance the management of rural animal epidemic prevention team through five factors as following: assigning scientifically, carrying out the responsibility system, selecting and using reasonably, strengthening training, perfecting the work check on system and dynamic administration system, and increase budget of rural animal epidemic prevention, perfect safeguard mechanisms of rural animal epidemic prevention team, provide effective insurance for reinforcing the system construction in the new circumstances and constructing permanent mechanism of animal epidemic prevention work in grass roots in Puyang city.
