Research On Problems And Countermeasures Of Quality And Safety Supervision Of Dalian’s Exported Aquatic Products

Aquatic products are the main source of high quality protein for human beings and one of the bulk commodities in the global food trade.Exporting high-quality and safe aquatic products not only represents a driving force for earning foreign currency,but can also promote international economic and trade cooperation and exchanges with other countries,and enhance China’s international image in terms of food safety.There have been a series of researches on the quality and safety of exported aquatic products over the years,most of which,however,are more focused on technology.With the rapid development of aquatic product processing and testing technologies,the quality of aquatic products has been effectively controlled.Recent years have witnessed multiple cases of foreign media reporting quality issues of aquatic products exported from the city of Dalian,most of which,through investigations,are due to the lack of effective implementation and supervision of the management system.In April 2018,the State Council launched institutional reform that changed the regulatory system for exported aquatic products from "line-based" to a "block-shaped" model.The regulatory model has changed as a result,but the relevant basic research is still lagging behind.Following the principle of "optimization,coordination and efficiency" proposed by the Central Government for the reform,the top-level design shall be restructured in terms of business models,processes,standards,systems and institutions as an effort to release the benefits of institutional reform,and thus it is imperative to further strengthen the research on the quality and safety regulatory system of exported aquatic products.With Quality and Safety Supervision of Dalian’s Exported Aquatic Products as the research object,this paper elaborates on the current research background,pointing out that under the new situation of the in-depth customs reform at the moment,the research on the quality and safety supervision of exported aquatic products through customs is still in its infancy.The academic community has not made in-depth investigations and research on this,and the relevant basic research and theoretical support have not kept up in time.Research is urgently needed.By collecting domestic and foreign documents and comparing the research progress on the quality and safety of the exported aquatic product at home and abroad,this paper demonstrates its research contents,methods and technical route as well as the concepts,theories and research methods related to the research object.It is believed that there is a certain gap between China’s quality and safety regulatory system of exported aquatic products and the advanced foreign management system.It is the government’s public responsibility to supervise the quality and safety of exported aquatic products and the government is playing an important role in actual supervision.But the government still needs to refine the regulatory system,strengthen the regulatory force,and improve regulatory efficiency under the guidance of public goods theory and risk management theory.This paper summarizes the status quo of Dalian’s exported aquatic products,including the regulatory system,trade situation and the notification of overseas unqualified aquatic products.To further understand the problems existing in the quality and safety supervision of Dalian’s exported aquatic products,this paper adopts the method of questionnaire surveys and interviews to analyze the relevant subjects,summarizes the problems existing in export aquatic products enterprises,industry association and customs departments.Causes are analyzed with risk management theories.This paper summarizes the export food regulatory modes and characteristic practices of the European Union,the United States,Brazil and other countries(regions)that have been widely reported in Dalian and provides references for improving the quality and safety supervision of exported aquatic products in Dalian.Finally,specific countermeasures were proposed to strengthen the supervision of the quality and safety of exported aquatic products in Dalian from four aspects,including the consolidation of the food safety responsibilities of all parties,the improvement of local regulations and supervision systems,the regulation of the behavior of export aquatic products,and the handling of emergencies..
