Study On Quality Safety System And Evaluation Of Livestock Products

Since China's reform and opening up,agricultural development has experienced three stages,the stage of hunger agriculture,the subsistence agriculture stage and the safe agriculture stage.Agricultural production gradually moves forward from resource shortage,extensive development to scale operation and intensive development.Producers and consumers begin to step into the safety agriculture stage after crossing the subsistence agriculture,where people have pretty higher demand for quality of agricultural products.However,in recent years,food safety incidents have been exposed,which renders the key factor of seriously threatening physical health and hindering social stability.In the process of agricultural modernization,how to guarantee the quality and safety of livestock products in agricultural products is still a long-term and arduous task in China where humanity's most fundamental relationship is with what Chinese eat.Leshan,as a southwestern city of Sichuan province,is located at the intersection of Minjiang River,Qingyi River and Dadu River,where three waters raise its surroundings from the south,west and north.As one of the key provincial agricultural production processing bases,Leshan endeavors to make the model bases in the four areas as forestry,ecological animal husbandry,and herbal medicine plantation.Tea industry will be the leading one to be promoted as Capital of Chinese Green Tea.The city has six national agricultural industrialization leading enterprises,nine national specialized farmer cooperatives,24 modern million-mu agricultural demonstration areas.The total number of cooperatives in the city comes up to 1759,the proportion of agriculture in moderate scale is 16.8%,and the agricultural industrialization enterprises guide 65% of the farmers.As a big city of agricultural industrialization,Leshan is marked with typical characters of less development in the west of China.On promoting the construction of agricultural products quality and safety management system,the experienced practice and existing problems has been highly appreciated in the research for Sichuan province;its agricultural policies and agricultural products Demonstration County competition have much significance in popularity.This paper studies the poultry products supervision and quality system by learning the advanced experiences from the developed countries.Taking the situation and problems of the quality and safety of poultry products in Leshan as an example,this paper intensively analyses the poultry products safety system,based on the relevant materials,datum and interview surveys,through which some problems are founded as follows:(1)Production system: high energy consumption,low efficiency in the production process,unreasonable industrial structure and the lagging popularization of green ecological recycling mode.The number of subsidies is insufficient,and the cultivation scale and standardization are not high.(2)Management system: after into the department of agriculture,the planning,management and fund transfer of animal husbandry development tend to be unprofessional.The center of the agricultural product inspection also needs to be further strengthened.(3)Circulation phase: because some veterinary station staff are restricted by facilities,the inspection and quarantine work in the pig transport process become more formalistic.(4)Service system: there is a lack of veterinary drug regulation;the level of the village antiepidemic staff is lower in profession,irresponsible in duty,unstable in teamwork.(5)Supervision system: the shortcomings of information exchange,business and consumer's participation,and risk assessment lead to the disjointed phenomenon between supervision and consumption.The completion of platforms and the relevant systems,and their closest connection are still to be strengthened.Aiming at the problems existing in the quality and safety management system of Leshan agricultural products,it is proposed to further improve the link in the production chain and service chain,covering the reform the supervision and service system,the agricultural science and technology system promotion,completion of the industry quality standard system completion,and the supervision and evaluation system.
