Mechanism Research Of Effective Operations Of Regional Healthcare Alliance ——For Example Ruijin-luwan Healthcare Alliance In Shanghai

With the deepening reform of health care since 2009,we have made significant progress in the realm of medical and health.However,some structural and institutional problems are gradually emerging such as unbalanced allocation of medical resource,unreasonable treatment order,weak capacity of primary health care services.Shanghai,as one of the first-tier cities,full of excellent medical resource,still have many problems such as low general efficiency in usage of medical resource,resource partition in different level hospital,unclear functional division of labor,etc.regional healthcare alliance,one of the effective ways to solve these problems,plays the important role to promote the development of medical and health and the health of residents.On the background of carrying forward grading treatment system,in terms of current situation of Shanghai medical and health resource allocation and the trend of mechanisms for reform and development of health system in Shanghai,on the basis of vertical integration theory,game theory,synergy theory,with the aim of researching regional healthcare alliance and with the example of Ruijin-Luwan Healthcare Alliance in Shanghai,I do research deeply about the working mechanism of effective operation of regional healthcare alliance and analysis the actual effect and realistic significance of grading treatment system＆ medical and health resource allocation.I used some data and materials from some article and had conversation with some official staffs in some relative departments.This article consider that there are some major problems in the construction of regional healthcare alliance,such as imperfect coordination mechanisms,inefficient allocation of medical resources,basic unit medical establishment with poor base and limited capacity,the difficulty of the relevant measures to implement,restricted by related policies（regulatory policy,personnel policy,prescription and medicine health care policy）.Through the analysis of the root of the problem,point out that the restriction of medical mechanism,insufficient support from policy,unclear profit distribution,the construction of medical talents,immature environment,are the obstacle to block the further development of regional healthcare alliance.Provide countermeasure and suggestion to enhance the effective operation of regional healthcare alliance including seeking institutional breakthrough,deepening internal construction,revitalizing the regional health resources,strengthening the capacity of basic unit medical establishment,improving the health of inhabitants.This article provides opinions and suggestions about how to further construct and improve the operation of regional healthcare alliance,Furthermore,it also offers certain referable value in terms of the position of the grading treatment system and entire operation effectiveness of medical care system,gradually forming the phenomenon of ordered medical treatment and reasonable medical treatment.
