[Purpose] The purpose of this study is to establish a scientific,systematic,reasonable and practical evaluation index system for the post competency of health management teachers in an intelligent environment,to provide management tools for human resources of health management teachers,and to promote the selection,training and standardized management of health management teachers.[Methods]Literature research: a systematic search of wanfang,cqvip,cnki,Pub Med and other databases was conducted to collect and review relevant literature on the competency of health managers,sort out and summarize them,and analyze and extract a dictionary of the competency of health managers in an intelligent environment.In-depth interview: according to the method of objective sampling,health management experts,medical administrative personnel of general hospitals and clinical medical personnel were selected to conduct semi-structured interview.The interview contents were analyzed to determine the competency characteristics recognized by the interviewees,and the initial competency model was established.Delphi expert consultation: model based on the initial enquiry for questionnaire,chosen from four provinces of hubei,jiangsu,zhejiang,Beijing 18 experts,including10 health management practice experts and 2,management experts,6 medical administrative management experts,experts take Likert5 level evaluation method for an important assignment competency indicators and modification Suggestions are put forward.By calculating the index mean,standard deviation and coefficient of variation,the model was modified and improved based on the expert opinions.The reliability of the expert consultation results was determined by the expert positive coefficient and the expert authority coefficient,and the Kendall coordination coefficient was calculated to test the consistency of the expert’s opinions on the index.Analytic hierarchy process(ahp): determine the weight of competency indexes at each level,and finally complete the construction of the competency evaluation index system of health managers in the intelligent environment.[Results] An initial model with 5 first-level indicators,13 second-level indicators and 50 third-level indicators was established.Two rounds of expert enquiry for recovery rate is 100%,the assignment mean differences were between 4.11-4.89(>3.5),the authority of experts overall coefficient is 0.86,personal authority coefficient in 0.70-0.95(>0.70),the first and second rounds of expert consultation value variation coefficient of between 0.05-0.19 and 0.07-0.14 respectively,the Kendall harmonious coefficient W respectively between 0.254-0.326 and 0.272-0.354,P < 0.01,the expert authority degree and coordination degree is high,the degree of consistency is better.The results of correspondence questionnaires are reliable.By using analytic hierarchy process(ahp)to establish the index weight,it can be concluded that professional practice(0.337)is the most important among the first-level indicators of the competency model of health managers,followed by comprehensive knowledge(0.256),interpersonal communication(0.181),professional quality(0.138)and career development potential(0.087).[Conclusions]In this study,a competency evaluation index system for health managers in an intelligent environment was constructed,including 5 first-level indicators,17 second-level indicators and 54 third-level indicators,which has good scientific practicability.
