The Northern China Base of Resistance against Japanese Aggression was vast in size.Most of it was located in the mountainous areas and the juncture of many provinces,where the traffic was inconvenient.Before the establishment of this base,these areas had been in a closed and backward state for a long time,and people inherited the local native culture inherent in the small-scale peasant society.In the early days of the founding of it.The medical and health conditions were very poor,and people here lacked health knowledge,and the base lacked medicine and doctors,Especially the Maternal and Child Health care service was so worse and the backward birth concept and delivery methods which old midwives used played an important role in causing high maternal and infant mortality rates around this base.In order to protect the lives and health of women and children here,the Communist Party of China and government in the base vigorously carried out Maternal and Child Health care work,and achieved remarkable results.This article takes it as a research object— the work of maternal and child health care in the Northern China Base of Resistance against Japanese Aggression during the War of Resistance against Japanese Aggression.Historical analysis and literature research methods are employed to conduct a preliminary review and research on the whole process of Maternal and Child Health care in this base from scratch.The article first introduces the survival conditions of women and children in this base during the War of Resistance against Japanese Aggression,including natural conditions,social development,and the reasons for the difficult survival and higher mortality rates of women in all regions of it.Secondly,The author has put together the policies,laws,regulations,and working systems on the work of women and children around the base and again focuses her eyes on the work of maternal and child health care in this area during the War of Resistance against Japanese Aggression.The Specific measures are as following: Create working organizations in the army,border areas,and party groups at all levels to promote all aspects of maternal and child health care.Give literacy classes,open night schools and hold health exhibitions,etc.to promote medical and health care knowledge and the knowledge of rights and interests guarantee to the public.Strengthen scientific maternity education by temple fairs,livestock fairs and other rural traditional activities.Motivate people and carry out health campaigns among them.Change traditional hygiene habits,improve the living environment of the majority of women in the base areas and hold women’s hygiene training classes to promote new ways of birth delivery and train new birth attendants.Create the Branches of Child Care Committee and Child Care schools to explore and do researches on the scope,working mode and research of child care.Finally,the author makes a brief comment on achievements and problems in the process of carrying out maternal and child health care in this base and the implications for contemporary maternal and child care.The development of maternal and child health care in the North China base has advanced the whole development of Maternal and Child Health care in the bases with the creation of the work organization system of "combination between the locality and the military,connection among the party,government,groups and people ".The practice of Maternity and Child health care(during the War of Resistance against Japanese Aggression)not only reduces the maternal and infant mortality rate in all border areas of North China,but also the scientific concept of fertility and delivery methods unconsciously influence people around the base.What’s more,it also provides valuable historical experience to the development of Maternal and Child Health care during the War of Liberation and after the founding of the People’s Republic of China.
