Study On Military And Local Coordination Emergency Management Under Public Health Emergencies

In recent years,public health emergencies appear frequently in China,and the frequency and number of them are also increasing.The threat of various public health events has also presented a high frequency of occurrence.In addition,public health emergencies have the characteristics of diversity of causes,suddency and publicness,etc.If they are not properly handled,they will bring huge economic losses and casualties to people.Looking back on the emergency response to several major public health incidents in China in recent years shows that the capacity for epidemic prevention and control has been greatly improved,and the participation of the military has also become increasingly.The military has become an important force involved in handling public health emergencies.At present,China’s military-civilian coordinated emergency response mechanism has formed a relatively complete form of emergency response,and has played an important role in the prevention and control of SARS,Type A H1N1 flu,and avian influenza.However,there are still many deficiencies in the joint militarycivilian emergency command for public health emergencies in China,especially in the aspects of legal guarantee,command system construction and mechanism construction,which need to be optimized and further studied.Only by doing a good job in the joint command and coordination of military and local emergency response,can the military play a major role in responding to public health emergencies.This article takes the COVID-19 prevention and control work of the Z Center of the Joint Logistic Support Force as an example,and analyzes the emergency management system of the Joint Logistic Support Force based on the 4R crisis management theory.According to the constructed emergency management model,the present situation of the emergency management of China’s current military-civilian collaborative response to public health emergencies is deeply analyzed.Flexibly based on the research of the typical cases and found that the coordination of emergent public health event risk assessment system is weak,weak operational risk assessment information is scattered,contingency plans,lack of coordinated emergency plan,early warning information update slow,lack of multi-sectoral warning system and emergency command system problem such as isolation(from four stages).For such problems,this study from the ideology and emergency response mechanism,the dimension of emergency system,to improve the flexibly coordinated response to the specific content of public health emergencies and specific system has carried on the thorough analysis and discussion,according to the specific situation and specific problems put forward the optimization suggestions and countermeasures,including: perfect the scientific risk assessment mechanism,establishing the risk information sharing system flexibly,flexibly build collaborative intelligent early warning platform,strengthening militarycivilian collaborative joint exercises and training,improve the emergency command decision-making mechanism,build emergency supplies flexibly centralized management platform,innovation,intelligent integration of emergency logistics system,etc.
