Research On The Improvement Of Community Public Health Emergency Management Ability In Lucheng District,Wenzhou City

In recent years,the public health emergency management capacity has been the central and local government attaches great importance to the party committee in our country,especially after "SARS" events in2003,our government,and even ordinary people after many test for the understanding of the public health emergency management gradually deepened,academic research also gradually systematization and specialization.Community is the basic unit of social governance and the "nerve end" of emergency management system,and its public health governance ability will directly affect people’s security level.In the battle against COVID-19 at the beginning of 2020,communities,as grass-roots management departments,have been in the front line of epidemic prevention,guarding the first safety gate for the people.However,due to various reasons,community public health emergency management has encountered great difficulties and exposed some problems during the epidemic.Based on the background,the major public health emergencies in the emergency management of the community introduces the related concepts and theoretical basis,analyzed the current situation of community public health emergency management capacity building in Lucheng District,Wenzhou.The index system of Community Public Health Emergency Management Capability has been established,which includes 7 first-class indexes and 21 second-class indexes,including public health emergency response capability,public health emergency preparedness capability,public health information handling capability,public health monitoring and early warning capability,public health early-stage handling capability,public health emergency cognition capability,public health recovery and reconstruction capability,the analytic hierarchy process(AHP)is used to evaluate each index element comprehensively and objectively,and the weight of each index element is finally determined.This paper combines expert interview method,Delphi method,questionnaire method and other research methods,It is concluded that there are some problems in the construction of community public health emergency management in Lucheng District,such as the coordination capacity of multiple entities is not strong,the construction of community public health emergency response team needs to be improved,Community public health emergency risk prevention mechanism is not sound and some community residents’ cognitive ability of public health emergency needs to be improved.The main reasons for these problems are: the diversified cooperation mechanism is not perfect,and it is difficult to form joint force,the construction and guarantee mechanism of community public health emergency team is not perfect and the risk prevention system of community public health emergency response is not complete.In order to improve the ability of community public health emergency management in the new era,we must adhere to the overall leadership of the party,and persist in taking the people as the center,putting prevention first and combining resistance with rescue,by improving the coordination ability of multiple subjects,establishing and perfecting the contingent of community public health emergency response,strengthening the prevention ability of community public health risks,and creating a good atmosphere of community emergency culture,we will actively promote the modernization of urban community emergency management systems and capabilities.
