A Research On The Supply Efficiency And Influencing Factors Of Basic Public Health Services In Jiangxi Province

Health is the foundation for the all-round development of citizens,and the health of the whole people is a key factor in the development of the national economy and society.My country’s health work is closely focused on "all the health of the people".Reform and opening up have promoted the development of China’s social economy to a higher level,and the living standards of Chinese residents have also been generally improved.People are paying more and more attention to health,and the demand for basic medical and health services is also increasing year by year.How to evaluate the efficiency of basic public health service supply more effectively and find a way to improve the efficiency of basic public health service supply has become a key issue that needs to be solved at present.However,limited resources mean that the government’s investment in basic public health services cannot grow unrestrictedly.The key to solving the contradiction between limited resources and unlimited health needs lies in enhancing the efficiency of the supply of basic public health services in order to be able to serve a larger population.As a province in the central region,Jiangxi Province has invested a lot of financial funds in the field of public health in order to build a strong health province and protect citizens’ rights to life and health.However,there are still problems that need to be resolved such as the mismatch between the supply and demand of basic public health services.In view of this,this article takes the supply of basic public health services in Jiangxi Province as the research object,and evaluates the efficiency of basic public health service supply.It is helpful to understand the actual effect of the current supply of public health service resources in Jiangxi Province and find out the possible existence in time.Management or use issues provide a reliable basis for the targeted formulation of policies and measures to improve supply efficiency.This paper mainly focuses on the theoretical basis of public economics,health economics and other disciplines,according to the actual situation of 11 cities in Jiangxi Province,through the DEA Tobit two-stage model,using the input-output method to calculate the supply efficiency of basic public health services in Jiangxi Province,analyze and evaluate the efficiency differences between the prefecture level cities,and put forward the corresponding policy suggestions according to local conditions.The first chapter is the introduction,this section gives a brief overview of the content of the article.The second chapter is to elaborate the related concepts and theories about the supply efficiency of basic public health services.The third chapter describes the evolution of China’s medical and health system.Chapter four,chapter five and chapter six are the key points of this paper.Firstly,this paper analyzes the supply status of basic public health services in Jiangxi Province from three aspects:government health investment,accessibility of health services and health service effect.It is found that the absolute scale and relative scale of basic public health services in Jiangxi Province are growing,but the growth has slowed down.At present,although the number of primary health institutions has increased,the proportion in medical and health institutions is low.The proportion of public health expenditure in fiscal expenditure also needs to be improved,and the structure of public health expenditure needs to be further optimized.Secondly,through the use of DEA model and Tobit model,this paper analyzes the data of 11 prefecture level cities in Jiangxi Province,and then evaluates the supply efficiency of basic public health services in Jiangxi Province.The results show that,from the perspective of static efficiency,the overall level of supply efficiency of basic public health services in Jiangxi Province is higher,and the improvement of the overall level of efficiency depends more on the contribution of scale efficiency.The main reason for this phenomenon is that the marginal contribution of technological progress is decreasing.Then some factors affecting the efficiency are deeply analyzed.Income gap,fiscal decentralization and GDP level have a negative impact on efficiency.Basic public health expenditure and population density have a positive impact on the supply efficiency of basic public health services.Finally,this paper puts forward the following suggestions: optimizing the scale and structure of the supply of basic public health services,breaking the urban-rural dual structure so as to promote the development of urban-rural integration,and improving the efficiency of medical and health technology and resource use.
