| In the notice of the State Council on measures to optimize management of scientific research and improve scientific research performance issued in July 2018,it was proposed that a performance evaluation system oriented at innovation quality and contribution should be established to accurately evaluate the scientific,technical,economic,social and cultural values of scientific research results.In October 2018,the Ministry of Science and Technology and other four important departments jointly issued the notice on the special action to clear up the "papers,titles,academic qualifications,and awards only" program,which means that China will try to break the scientific and technological evaluation mode formed over the years,which aimed at scientific research production efficiency and quantity growth.It also indicates that China’s scientific research development will enter a new development process after the initial stage,and march forward from a big country to a strong country of scientific research.Public hospitals are the main force of scientific research development in the medical and health industry,in which clinicians play an extremely important role.Therefore,the scientific research level of clinicians in public hospitals also represents the innovation and sustainable development of science and technology in China’s medical and health industry.Hence,it is an paramount and urgent task to reasonably evaluate the scientific research achievements of clinicians,promote the high-level scientific research output,and build a new era of public hospital clinicians’ scientific research performance evaluation index system that meets the needs of national policies,which would be reasonable and feasible,practical and easy to operate.Performance evaluation is one of the effective means of scientific management.Scientific research performance evaluation of clinicians in public hospitals is a periodical analysis of their scientific research achievements,which is helpful to promote the sustainability of the development of medical and health undertakings in the future.With the upgrading of methods and means of scientific research performance evaluation in countries all over the world,integrating China’s scientific research performance evaluation indices with international standards and better evaluate the scientific research level of clinicians in public hospitals has become an urgent issue.It is suggested that a set of scientific evaluation index systems of the scientific research performance of clinicians in Shanghai public hospitals are essential to better evaluate the scientific research level of clinicians and improve the enthusiasm of clinicians in scientific research.Through literature research,this study summarizes the development process of overseas scientific research performance evaluation,and analyzes the development process and existing problems of domestic scientific research performance evaluation.Based on the REF model of academic excellence evaluation framework in British universities,this paper analyzes the contents of the three parts of the REF model: output,influence and research environment.By means of brainstorming,localization of the indicators in the REF model was changed,and qualitative and quantitative evaluation were combined to establish a preliminary evaluation index pool for the scientific research performance of clinicians in Shanghai public hospitals.20 experts were invited,including clinical doctors and hospitals,and the competent department of scientific research management in colleges and universities related domain experts,to screen the indicators of specific effective tertiary indexes,and weight assignment through two rounds of Delphi’s method,the importance,sensitivity and operability of each indicator in the scale was rated specifically,combined with the authority coefficient,coordination coefficient,and other ratings of the experts.The expert advice has high authority and consistency,suggesting that the indicators are in line with the real-life situation of the evaluation of the scientific research performance of clinicians in Shanghai public hospitals.Finally,the construction of the scientific research performance evaluation index system of clinicians in Shanghai public hospitals was formed,including 3 first-level indicators,7second-level indicators and 22 third-level indicators.Taking Shanghai J hospital as an example,the simulation application of evaluation index system was implemented,and the implementation results were systematically analyzed.Through the simulated application,the evaluation index system can be operated and implemented easily.At the same time,countermeasures and suggestions are put forward to improve the evaluation of scientific research performance in China,so as to provide a basis for the evaluation of medical scientific research personnel in Shanghai. |
