| Under the background of high-speed urbanization and ageing society, the residents of our country have higher demands on the adequacy, accessibility and balance of medical services. In order to meet people’s growing needs for a better life, the Chinese government’s health department has continuously improved the multi-level,all-round medical security system.Everyone is basically guaranteed an access to medical services.Medical services have gained remarkable progress overall, but the gap in the supply level of medical services is still prominent, especially between urban and rural areas. In 2015,China issued the Guidance on Promoting the Construction of the Three-tiered Healthcare System, which aims to improve the three-tiered healthcare system and abate residents’ difficulty in seeing a doctor. For China’s urban-rural dual system has long existed, the implementation of the three-tiered healthcare system is not satisfactory.Medical resources are rich and diverse in urban but poor and rare in rural. The patients are crowded in urban hospitals, but there are just few patients in rural hospitals.Based on the theory of public service satisfaction assessment, this study explores how to improve the overall medical service situation in rural areas and narrow the gap between urban and rural medical service utilization. In order to improve the health quality of rural residents and satisfaction with medical services, improve the trust of rural residents in medical service providers and the government, and promote the construction of a service-oriented country.Firstly, the research methods of medical service satisfaction and the influence of different factors on the medical satisfaction of rural residents were summarized from the previous research literature. Then, this paper uses Anderson’s theory of medical service utilization and customer satisfaction theory to explain the urgency of perfecting medical service system in rural areas. Also,it emphasizes the importance of rural residents’ satisfaction with medical service. This paper mainly focus on establishing the corresponding analysis framework based on Anderson’s medical service utilization model. Then,to analyze the main factors which affecting the satisfaction of rural residents’ medical services from the perspectives of predisposing factors, enabling factors and need factors by using the cross-sectional data of the 2016 China Family Panel Studies. The study found that the satisfaction of rural residents with medical services is low,and the satisfaction of rural residents with medical facility is higher than that of medical level.Age,gender, trust, social status, health status and severity of medical problems are the main factors influencing the satisfaction of medical services in rural areas. The above conclusions show that the development of medical services in rural areas in China is poor, especially the lack of high-level medical personnel in rural areas. Therefore, the government health department should speed up the reform of medical services, starting from the following aspects:Firstly, strengthening the construction of primary medical institutions;Secondly, strengthening health education for rural residents;Thirdly, promoting the harmonious development of doctor-patient relations; And fourthly, guiding the effective implementation of the three-level medical system to ensure that the national residents, especially rural residents, have more access to efficient and fair basic medical and health services. Then ultimately improve people’s life satisfaction and government performance. |
