Research On The Path Of Improving Governance Efficiency Of Sudden Public Health Crisis

The development of human society is accompanied by crisis.The outbreak of the COVID-19 in 2020 has made public health crisis management a key research area again.And how to manage public health crisis effectively such as COVID-19 is an urgent problem.In theory,President Xi Jinping put forward the concept of "governance efficiency" and pointed out that it’s important to make the system advantage transformed into governance efficiency.However,there isn’t explanation on how to improve the governance efficiency in the field of public health crisis management.Therefore,analyzing the path of improving the governance efficiency of public health crisis,the research proposition arises.Based on the four extension concepts of the governance system,this paper establishes the relationship between the four extension concepts of the governance system and path of improving governance efficiency.Combined with Chinese COVID-19 practice,This paper proposes countermeasures for applying the path of improving the governance efficiency in practice.This paper can be divided into five parts.The first part is a brief overview of this paper.It mainly introduces the research background,significance,ideas,methods,innovations,shortcomings and so on.It also makes a brief summary and comment on the relevant research results at home and abroad.The second part is to define the concepts and show the theoretical basis which this paper bases on.By defining the concepts of sudden public health crisis,governance system,governance efficiency and the path of improving it,this part provides theoretical support for the third part.The third part is to explain the four paths of improving governance efficiency with the the four extension concepts of governance system,so as to build the theoretical connection between them.By using the example of Chinese COVID-19 governance practice,the fourth part demonstrates the application of path of improving governance efficiency in the way of explanatory study.In the fifth part,it puts forward specific advices for applying the path of improving.governance efficiency.The innovation of this paper lies in: firstly,based on the existing theories,this paper establish the theoretical relationship between the four extension concepts of governance system and the four paths of improving governance efficiency,which makes theoretical innovation.Secondly,it uses the analysis method of strategic culture theory,pressure response model to diversify the research perspectives.Thirdly,combining the COVID-19 epidemic governance,this paper explore the path of improving governance efficiency of sudden public health crisis which has practical significance;The conclusion is that in COVID-19 epidemic situation,China has improved the governance efficiency of sudden public health crisis through the four paths and achieved the stage victory in the COVID-19 epidemic situation’s control.There is no doubt that China has significant institutional advantages in the field of sudden public health crisis governance.In the way of governance system,there are four ways to improve the governance efficiency of sudden public health crisis.Firstly,improve and implement the governance system to adhere to the rule of law.Secondly,enrich and integrate the governance methods to adopt comprehensive governance.Thirdly,establish and practice the governance concept to focus on source governance.Finally,expand and cooperate with governance organizations to promote system governance.
