In recent years,China’s ability to conduct social governance and respond to public crisis management has been improving,but various major public health crisis events still occur from time to time,which not only seriously endanger human life and health,but also affect socioeconomic development.In particular,the outbreak of a new coronary pneumonia epidemic in late 2019 to early 2020 was so harmful and widespread that it developed into a major global public health crisis event in a short period of time.The outbreak posed a serious threat to the lives and health of our nationals and posed a huge challenge to the management of public health crises at all levels of government in China.With the advent of the era of big data,the public health crisis governance of "talking with data,managing with data,and innovating with data" has been developing.Only by applying big data technology to public health crisis and providing a platform and means for public health crisis management can we achieve innovation in public health crisis governance and optimize governance effectiveness.As a national central city,a mega-city,and the capital city of Guangdong Province,a strong science and technology province in China,Guangzhou City has started early,has a good data base and is widely used in big data governance.In this New Coronary Pneumonia epidemic prevention and control,big data is used at multiple levels and dimensions,and has achieved good governance effectiveness,which has certain reference effect for other regions.Based on the trend that big data is widely used in public crisis management,this paper analyzes the contingent value of big data-driven public health crisis management effectiveness and the necessary prerequisites for transforming the advantages of big data into governance effectiveness,based on the existing research on digital public health crisis management,and compares and summarizes the situation and materials of big data-driven prevention and control of the New Coronary Pneumonia outbreak in Guangzhou.We also present the shortcomings of the use of big data technology in the prevention and control of the Newcastle pneumonia epidemic,including insufficient data quality and security,insufficient timeliness of prevention and control warnings,and the need to deepen the collaborative governance between the government and society.The main reasons for this are: scattered data integration for epidemic prevention and control,insufficient capacity for early risk identification and research and evaluation,and the need to improve the integration of government and social data sharing.We propose several suggestions for improving the effectiveness of big data-driven public health crisis governance: first,to innovate big data-driven public health crisis governance models;second,to build a solid data foundation for public health crisis governance;third,to enhance the intelligent response of public health crisis governance. |
