Agenda-setting is a major concern in the democratic process.When the global public crisis occurs,the crisis agenda-setting of a country is crucial to the solution of the crisis.The influencing factors and effectiveness of agenda setting are closely related to the relationship between the policy makers,the media and the public.In particular,when the global public health crisis occurring,public satisfaction with the government,trust in the media and the public’s own behaviour,pointing to the country’s crisis agenda-setting effect as a whole.To this end,this study makes a comparative analysis of the crisis agenda-setting mode,causes and effects of China,the United Kingdom and the United States.It is in comparative politics,journalism and communication,public management,and other disciplines,on the basis of the agenda-setting theory as the theoretical basis,and the integrated use of comparative method,literature research,case study method,content analysis method and interview method are used in this study.Based on the systematic and in-depth elaboration of the research background and significance,and the comprehensive review and analysis of domestic and foreign research literatures on agenda setting theory,subject in public health crisis emergency and content analysis of public crisis reports,the main body focuses on the following three aspects:First of all,this paper clearly defines the two core concepts of mainstream media and crisis agenda-setting,and expounds the value of crisis agenda-setting in crisis management from the disciplinary perspective of comparative politics.The interactive relationship among the government,media and public in crisis agenda-setting is clarified,which lay a theoretical foundation for the follow-up research.Second,using content analysis method to analyse all of the 8-month epidemic related articles(including news and editorials,columns,etc.)which from the Xinhua News Agency,The Daily Telegraph and the New York times as a representative of the mainstream media of China and Britain,the United States.And the three major consideration dimensions are the News Cycle,News Theme,Sentiment tendency.Then,according to the results of quantitative analysis and the subjective judgment,the models of crisis agenda-setting in various countries are summarized,which are respectively:China:Government-led Authority Model,Britain:Government-media Cooperating Progressive Model,and America:Government-media Absence Blame Avoidance Model.Thirdly,literature analysis and interviews were used to focus on the effectiveness of agenda-setting in different countries during the current global health crisis.Based on a number of public opinion survey data and interviews during the epidemic period of the three countries,and concentrating on the three-dimensional relationship of government-media-public,this paper actively explores the effects of crisis agenda-setting in each country,and finally puts forward a valuable suggestion on crisis agenda setting in China:to accelerate the start speed of crisis agenda-setting.
