Research On Emergency Management Countermeasures For The COVID-19 Public Health Emergency In Dalia

At the end of 2019,a sudden new crown epidemic shrouded the entire Chinese land with fear and unease.In the face of the new world public health crisis challenge of the new crown epidemic,people see that there are still many parts that need to be improved in China’s response to unconventional public health emergencies.The 21st century we live in is an era of super-speed development.The innovation and development of science and technology have turned countless fantastic ideas into reality,making the world change with each passing day.The network and technology allow the world to consult and share information,and opportunities and risks coexist.The outbreak of the new crown epidemic around the world shows that this era requires all mankind to shoulder all kinds of risks.In the face of the new public health crisis events such as the new crown epidemic,a sustainable development and gradually improved institutional plan has been explored for the prevention,treatment and aftermath of public health emergencies.In order to maximize the protection of human interests,the damage caused to mankind by uncertain health risk events will be minimized.This paper describes the representative six rounds of the 9 rounds of COVID-19 that have broken out in Dalian as of October 2022,and what measures and methods the Dalian Municipal Government has taken to respond to the public health crisis event of COVID-19 in response to the three aspects of epidemic prevention and control,epidemic response and aftermath of the epidemic.This paper uses the literature research method to collect and identify journal papers,research reports and other literature,and collates and lists the theories and research results related to public crisis management and public health crisis.The existing paradigms of public health crisis prevention,response and aftercare are listed,which lays a theoretical and practical foundation for the discussion of the topic and forms a scientific understanding of the facts.The discussion included the prevention of public health crisis events such as COVID-19:health system optimization,resource preparation,public health science education;and the response to the outbreak of the epidemic:what strategies to adopt to fight the epidemic with the development and change of the epidemic;Finally,there is the aftermath of the epidemic:what kind of attitudes individuals,enterprises and society have adopted to treat the groups affected by the epidemic.By comparing these practical operations and assumptions with the existing theoretical system,the differences between the measures taken by the Dalian Municipal Government in response to the new crown epidemic and the corresponding theoretical requirements related to public health crisis events are analyzed,and whether their measures are unscientific and unreasonable or need to be improved and upgraded.This paper also adopts the comparative analysis method,which is a scientific method of research and judgment under the condition that things and things or events have similar properties between events.Through the horizontal comparison of the new crown epidemic prevention policies at home and abroad,as well as the vertical comparison of different epidemic response measures proposed by different cities in China,and the relevant policies and requirements issued by the general headquarters of epidemic prevention in other regions,the purpose is to compare the governance methods adopted by the Dalian Municipal Government for the public health crisis of the new crown epidemic and other cities,to find out the development law from the differences in the epidemic prevention effect brought about by different epidemic prevention means,and to take its essence and remove its dross.The possibility of Dalian learning from the city’s epidemic prevention measures was put forward and a constructive opinion and ideas were listed.Finally,we will sum up the experience,learn the lessons,and deeply reflect on how to set up an effective response system for uncertain public health crisis events.Find a more perfect theoretical method and practical way to deal with the public health crisis that is suitable for Dalian itself.The article adheres to the principle of combining theory and practice,but does not exaggerate or exaggerate the social public opinion atmosphere of the
