Research On The PPP Financing Model Of A Medical And Nursing Integration Project

With the rapid growth in the number of the elderly in my country,the aging of society is intensifying,especially the medical and elderly care problems brought by the disabled,lost independence,and empty-nest elderly groups that need to be resolved urgently.Under the guidance of the concept of "integration of medical care and elderly care",various provinces and cities actively respond to projects in the field of integrated medical care and elderly care.This is a powerful measure to accelerate the shortcomings of the imbalanced urban and rural medical and elderly care resources.The "Integrated Medical Care" project has a certain public welfare nature,with a large initial capital demand and a long investment payback period.Therefore,project financing has become a key part of whether it can proceed smoothly.At present,the government has issued a series of policies to encourage social capital to be invested in integrated medical and elderly care projects.In this context,exploring the application of PPP investment and financing methods in integrated medical and elderly care projects has important practical value.Based on this,this article selects the P City A medical-care integration project,summarizes the main theoretical knowledge through the analysis of literature and related data,and sorts out the PPP financing practices in the field of medical care integration..On this basis,this article analyzes the feasibility of the A medical care integration project from the aspects of policy support,financial feasibility,and peer experience.Then,combined with the funding requirements of the first phase of the project,this article designs the key aspects of project financing,including the choice of PPP financing mode,major participants and their capital investment planning.It is concluded that the use of the BOT operation method and payment mechanism for feasibility gaps can not only reasonably meet the funding needs of the first phase of the A medical-care integration project,but also attract the active participation of social capital parties and protect the rights and interests of social capital parties.The main contribution of this paper is to design a practical PPP financing plan based on real project cases,which can solve the financing dilemma of specific targets.At the same time,it also emphasizes the feasibility and applicability of PPP financing in the field of medical and elderly care projects,and relieves local government pressure;broaden the project financing channels,and provide reference for similar projects in the same field by the government to adopt PPP financing methods in the future.
