| Basic public health services are accompanied by a health care reform in 2009,the country was officially launched.As public health awareness has been strengthened as a first line of defense in disease control,basic public health services has become a priority for the government livelihood projects.Government investment in basic public health services project funding continue to increase,while government investment continued to increase,while the other side is a lot of basic public health funds and illegal spending precipitation,making efficient use of social concern.How rational use of funds,with live funds become the focus of public health funding for basic use.Through access to literature,based on statistical data,the use of the present situation in Fuzhou basic public health funds.Using data envelopment analysis(DEA model)estimates the seven counties of Fuzhou five district primary health centers and community health service centers of basic public health services,the efficient use of funds,and on this basis,the use of Tobit model to affect the basic public health funding use efficiency factor analysis to identify the most important factor.The results show that:1,Fuzhou basic public health there is a large increase in funding for the efficient use of space,showing a trend of "V" type.Different regions,overall efficiency,pure technical efficiency and scale efficiency are not the same.2,Pure technical efficiency analysis showed that the overall pure technical efficiency showed a steady change in Fuzhou,but the larger counties(cities)of pure technical efficiency variation range.3,Scale efficiency analysis shows that a more reasonable size of the Fuzhou municipal government funding.4,Organization,management and the financial sector allocation of funds is the most important factor relevant government departments affect the efficiency of basic public health funds.5,class health care institutions,public health and other medical technicians in quality to some extent affected.Based on the results of empirical analysis,this article from fund management,performance evaluation,the introduction of talent,business training,optimize financial staff,made suggestions to increase publicity and other aspects,to provide a reference for future government funding for basic public health services use and management. |
