| The lack of grassroots health talents has always been a problem for the development of China’s health industry.Although the government has repeatedly issued relevant policies to"strengthen the grassroots",the current situation of grassroots health talents is still unable to meet the growing health needs of the people.The reform of "Medical Association" mode is the focus of this round of medical reform.From the initial pilot to all-round development,it is strongly promoted by the national health and Health Commission,the State Administration of traditional Chinese medicine and other institutions.There is no doubt that the reform of"Medical Association" mode fully integrates the regional medical resources and public health management forces,which is of great significance for the development of hierarchical diagnosis and treatment system,the rational distribution of high-quality medical resources,the convenience of grass-roots people’s medical treatment,and the alleviation of the pressure of large hospitals.In the process of the construction of "Medical Association",the first thing to be solved is the problem of talent construction.How to make good use of the management experience of "Medical Association" and the technical advantages of large-scale public hospitals to support the training of grass-roots health talents and form the corresponding effective mechanism are the key contents of the reform and exploration of "Medical Association" mode.On the premise of combing related concepts and theoretical basis,taking the medical group of North Jiangsu hospital in Yangzhou City as an example,this paper makes a comprehensive analysis of the training mechanism of grassroots health talents under the mode of "Medical Association" through questionnaire survey and field visit.There are four main contents:first,the definition of the basic level health personnel training mechanism under the mode of "Medical Association".It mainly includes the mode and content of domestic and foreign hierarchical diagnosis and treatment system,the current situation of domestic and foreign primary health personnel training,through induction and comparison,it accurately defines the relevant concepts of the primary health personnel training mechanism under the "Medical Association" mode.Second,based on a brief review and summary of the reform process of "Medical Association" in Yangzhou City and the development process of the medical group of Subei hospital,this paper focuses on combing the current situation of human resources of the medical group of Subei hospital and the status of the training mechanism of grassroots talents of "medical Association".Third,through a questionnaire survey of the grass-roots staff,interviews with the managers of the"Medical Association" and the heads of the grass-roots medical institutions,makes a detailed analysis of the training mechanism of the "Medical Association" grass-roots talents,clarifies the current problems,and then analyzes the main causes.For example,the recruitment mechanism is not perfect,the training mechanism is not perfect,and the incentive mechanism is not scientific.Fourth,according to the reasons,this paper puts forward countermeasures and suggestions on the training mechanism of basic level health personnel under the mode of "Medical Association".For example,in the process of talent recruitment,we should adopt scientific and effective methods,strengthen the introduction of scarce talents,broaden recruitment channels,and optimize recruitment processes;in terms of talent training,we should systematically plan training processes,strengthen the training of general practitioners,strengthen the training of specialized talents,and strengthen the faculty;in terms of incentive mechanism,we should improve wages,optimize performance management,and expand development space。Most of the above measures can be successfully implemented only through "Medical Association",combining the technical advantages and management experience of large public hospitals.Therefore,relying on the power of "Medical Association" and emphasizing the role of "Medical Association" are undoubtedly the key measures. |
