Study On Construction And Promotion Strategy Of Service Capability Of Township Health Centers In Z City

Objective: A systematic review of the policies and measures for capacity building of township health centers in Z City,with the help of the theory of "structure-process-result",the medical service capacity building of 212 township health centers in Z city is described in detail,and the level of health service capacity is summarized.This paper analyzes the shortcomings and causes encountered in the process of improving the capacity of health services,and draws lessons from the relevant domestic excellent experience and measures,so as to provide a reference basis for the scientific decisionmaking of health undertakings such as regional health planning and rational allocation of health resources.Methods: With the help of literature research method to understand all the related policies issued by Z City since 2009.Interview relevant personnel,collect the statistical yearbook data of Z city and the annual work summary of 212 township health centers from 2015 to 2019,and the current situation of health service capacity of health centers is statistically analyzed by using SPSS software tools.Results: In 2019,the number of beds per 1,000 population of township health centers in Z city was 1.41,and the area of business rooms accounted for 85.26% of the total,the proportion of health technical personnel was 78.59%,general practitioners in licensed physicians was 17.63%,the number of health technicians,medical assistants and registered nurses per thousand people was 0.83,0.44 and 0.15,the ratio of doctors and nurses was 1:0.34,personnel who studied for more than half a year accounted for 0.91%.Financial revenue accounted for 60.57%,business income accounted for 42.93%,drugs accounted for 24.88%,public health expenditure accounted for 18.18%,of which personnel expenditure accounted for 6.52%,medical expenditure accounted for 77.83%.The total balance of income and expenditure,including financial allocation,was 46.134 million yuan.The utilization rate of hospital beds was 49.18%,the average length of stay was 7.3 days.Conclusions: There are many health centers in Z city,whose human resources are relatively insufficient,their structure is unreasonable,and their quality level is not high.The configuration of basic medical equipment is incomplete,and the accessibility of medical services needs to be improved;family doctor performance rate is low,its consistency is poor;medical service integration is not high,poor coordination;poor attractiveness to patients,medical efficiency needs to be improved.Therefore,we should define the functional orientation of health centers,pay attention to the construction of manpower and supporting facilities of health centers,improve the medical level around common and frequently-occurring diseases,standardize the performance service of family doctors,and improve the construction of county medical consortium.Enhance the integration and coordination of health services.Figure5;Table22;Reference55...
