| Objective:This research combines the current status of the development of primary health informatization in China,and combs the evaluation index system of primary health informatization about domestic and overseas situations.It aims to structure a comprehensive evaluation model of regional primary health informatization,which determines the index weight,tests the reliability and validity of the index system,and achieves quantitative comprehensive evaluation of the development level of primary health informatization in various regions.Contents:1.Through literature reading and network data collection,it sorts out the domestic and foreign research status and basic theory of primary health informatization,and builds index alternative database.2.This study puts forward a preliminary framework for the evaluation of regional primary health informatization,and selects indicators to form an evaluation index system.3.It would construct a comprehensive evaluation model and determine the calculation formula for the three-level index.4.It would test the reliability and validity of the index system.Methods:1.Literature researches:it would construct a preliminary framework of the regional primary health information evaluation index system.2.Delphi expert consultation methods:through two rounds of consultation,the indices are further selected and improved to form the final evaluation index system.3.Analytical hierarchy processes(AHP):according to the results of expert judgment matrix on the importance of the index,it would calculate and determine the weight of each evaluation indices.4.Weighted comprehensive scoring methods:it would formulate the scoring rules of each three-level index and construct a comprehensive evaluation model.Results:1.This study formulates a set of regional basic health information evaluation index system,which included 7 dimensions of information management and planning,security system,infrastructure construction,information system functions and applications,information system interconnection and interoperability,information system intelligence,and information technology construction.Moreover,it still includes 19 secondary indicators and 51 tertiary indicators.2.The weight results of each index are obtained by Delphi consultation and AHP.And the weights of the first-level indicators are:information management and planning(16.99),security system(15.26),infrastructure construction(11.67),information system functions and applications(18.78),information system Interconnection(15.17),the intelligence of information systems(8.04),and the effectiveness of information construction(14.10).3.The detailed rules for the evaluation index of regional primary health informatization are formulated,and the calculation formula for the comprehensive score is determined.4.The comprehensive evaluation index model passed the reliability and validity test,and the calculated Kronbach α coefficient is between 0.471-0.82 3,indicating that the evaluation model has outstanding reliability;the index content is determined after two rounds of expert consultation,indicating that the evaluation model has better content validity.Conclusions:1.The method of constructing evaluation index system is reliable and scientific.2.It should select targeted index content and highlight key work content.3.The allocation of evaluation index weights is consistent with the current focus of primary health informatization.4.The evaluation and calculation methods of the comprehensive evaluation model could improve the operability and adaptability of the model.Suggestions:1.It is necessary to use information technology to carry out routine evaluation.2.The dynamic update of evaluation index is realized.3.Through dynamic adjustment of scoring rules,the comparability of scoring results can be ensured.4.It aims to promote the implementation and application of the evaluation index system. |
