| With the establishment of New China,Healthcare insurance has always been the focus of our party and government.Since the launch of the "Two Rivers Pilot Project" in 1994,the prelude to the construction of our country’s health insurance regime was established.In 1998 and 2003,my country established the basic The healthcare insurance regime for urban employees and the new type country cooperative healthcare.With the comprehensive popularization of the basic healthcare insurance regime for urban inhabitants in 2009,my country has achieved the basic goal of healthcare insurance covering all members of society.However,due to the limitations of the reality in China at that time,the basic healthcare insurance fund was basically coordinated with the county(city)as the unit at the starting of the founding of the regime.With the rapid development of my country’s economy,the continuous improvement of healthcare insurance participation rate and the continuous improvement of people’s health awareness,the current low level of fund coordination can no longer meet the people’s healthcare insurance needs.As the Integration of the basic healthcare insurance regime for urban and country inhabitants has been basically completed,the basic healthcare insurance funds in most areas of China have already been improved in municipal Level,therefore,exploring and promoting the provincial-level overall planning of basic healthcare insurance funds will become the main development trend of China’s basic healthcare insurance regime in the future.This article further studies the problem of the provincial-level coordination of my country’s basic healthcare insurance fund,hoping to provide some reference for the exploration and implementation of the provincial-level coordination of my country’s healthcare insurance fund.The full text consists of six parts in total:The first part is the introduction.Start with the subject selection policy and realistic background,and elicit the meaning of theory and practical value of the subject selection.Then it briefly sorts out and summarizes the research results of domestic and foreign scholars;the second part is the basic theoretical analysis of the basic healthcare insurance fund at the provincial level.The related concepts and theoretical foundations of the basic healthcare insurance fund provincial level overall planning are analyzed,and then the necessity of the basic healthcare insurance fund provincial level overall planning is analyzed.The third part is the development and existing problems of the basic healthcare insurance fund overall level of our country.The development process of the overall level of the basic healthcare insurance fund in China,then introduces the current status of the overall level of the basic healthcare insurance fund in China,and analyzes some of the problems caused by the low level of overall planning;The fourth part analyzes the realistic basis of my country’s realization of the provincial overall planning of basic healthcare insurance funds.It also analyzes the practical basis of the overall planning at the provincial level and analyzes some of the obstacles that may be faced in the process of achieving the overall planning at the provincial level.The fifth part introduces the practice of improving the overall level of healthcare insurance funds in South Korea and Germany,and analyzes its impact on China’s basic healthcare care Some enlightenments from the provincial-level overall planning of insurance funds;the sixth part is to promote the path design and countermeasures of the provincial-level overall planning of basic healthcare insurance funds,and put forward a set of path design plans to realize the provincial-level overall planning of China’s healthcare insurance funds.The three aspects of healthcare insurance management regime and financial regime and regime put forward specific relevant policy recommendations for promoting provincial-level overall planning. |
