As an important part of the medical market,public hospitals undertake the important responsibility of national health and medical services for patients.The fierce market competition and its own development demand make the management system of public hospitals to be refined and modernized.As the main part of public hospital medical service resources,medical staff determines the future direction of the development of the hospital medical service quality and operation,in the context of national medical system reform,pay attention to the need to build quality,technical difficulty and fair and the efficiency of scientific performance appraisal and distribution system to promote the modern public hospitals based on the market,service people better,in meet the health needs of people at the same time maximize the medical staff’s work enthusiasm,to establish a good hospital environment,mining hospital development potential.HZ hospital performance evaluation method is based on total cost settlement method performance pay distribution,this method is mainly in the clinical departments for accounting unit cost payment and settlement,in accordance with the provisions of proportion of employee performance award,whose nature is still a balance and cost evaluation center,unable to make performance to allocate resources to high technology,high labor value of jobs.For HZ series problems in the traditional performance appraisal system,the thesis introduce the relative resources value ratio method(RBRVS,similarly hereinafter),first by combing methods such as literature review,performance appraisal theory,the study of performance evaluation at home and abroad,especially the hospital performance appraisal results to absorb and draw lessons from,for HZ hospital performance appraisal system optimization theory basis.Secondly,through field visits and investigations,the operation structure,problems in current performance appraisal methods and future development direction of HZ Traditional Chinese Medicine Hospital were understood and determined,so as to make a good investigation basis for subsequent performance appraisal optimization.Finally,RBRVS as the main method of determining HZ hospital performance optimization of tilt to one line,the direction of high labor value to the medical staff in relative value point of labor value,combined with the BSC and KPI balanced scorecard method of key indicators as auxiliary tool of employees score,supplemented by analytic hierarchy process(AHP)to rate value determination.In HZ hospital performance appraisal system optimization,the research based on HZ hospital,the hospital staff according to clinical physicians,nurses,medical technicians and administrative support personnel difference divides the grades and different accounting unit and on the basis of sample work content for design,reflects the system optimization of targeted and difference.The optimization of the performance appraisal system of HZ traditional Chinese medicine hospital is in line with the development needs of the hospital in the general direction,reflecting the advantages of different grades,different units and different work contents implementing different methods of different performance appraisal design.However,in the process of the localization of RBRVS in China,especially in local localization,there are still obstacles such as the difference in the identification of the relative value of labor and the difficulty of implementation in practice.The performance appraisal system based on RBRVS still needs to be further improved and developed through method research and path optimization in the future.
