| With the implementation of China’s second child policy,the number of children has grown steadily,and children’s nutrition and health issues have increasingly received widespread attention from all walks of life.Improving the nutritional status of children,reducing the morbidity and mortality of infants and young children to help them to growth healthily have become an important foundation and guarantee for the comprehensive and sustainable development of human society.Rich in a variety of nutritional biological factors,breast milk is the best single source of nutrition for infants in the first six months of life and the best diet for children in their first two years or longer.As a professional public institution that collects,tests,screens,processes,stores,and reasonably distributes donated breast milk,human milk banks can meet the breastfeeding needs of special children.The aim of this study is to investigate the current status of China’s human milk banks and use the activity-based costing method to calculate the annual cost and unit cost of human milk banks,so as to summarize the current status and operating costs of human milk banks in China.At the same time,through face-to-face interviews with various personnel from domestic government agencies,breastfeeding experts,human milk banks’ staffs,we explored a human milk bank compensation mechanism and proposed human milk bank compensation policy recommendations that fits China’s national conditions.We have used the literature research,questionnaire interview,case study,comparative research,and summary method in this study.Results of this study are following: We clarified the four supply-demand matching models and three main compensation mechanisms for Chinese human milk banks,and analyzed the safety management issues and funding sources that existed during the operation of human milk banks in China.By constructing the operational cost analysis model of China’s human milk bank,the annual operating cost of the human milk bank in China is calculated to be¥300,000-1 million,and the unit cost is 0.8-1.14 yuan / ml.Finally,we combined with the cost analysis results of this study and expert opinions to suggested that government departments can increase government financial subsidies,broaden the financing channels of human milk banks in public hospitals,reform the pricing system of human milk banks in public hospitals,consider including donated milk into the medical insurance system,and improve the supervision mechanism.In summary,the establishment of human milk banks in Chinese public hospital is a necessary and important task,but the various problems in the operation of the human milk bank can not be ignored.The most urgent task is to improve the compensation policy of the human milk bank in the Chinese public hospital to ensure the human milk bank to operating stably and unceasingly for the benefit of tens of millions of high-risk premature infants in China. |
