Study On Government Supervision Problems And Countermeasures Of Drug Group Bidding With Quantity Procurement In S City

In recent years,the government has been trying to find reasonable ways to reduce drug prices and people’s medical expenses,from centralized drug procurement to the government’s opening of drug pricing to the structural reform of medical expenses,which mainly controls the proportion of drugs.On November 15,2018,the first group bidding and volume procurement of drugs led by the National Medical Insurance Administration was officially launched.Up to now,four batches of hundreds of drugs have been purchased,and the bidding opening of the fifth batch is in full swing.Collective bidding and procurement with quantity（also known as centralized procurement with quantity）is a kind of procurement system which is organized by the state,purchased by the alliance,operated by the platform,priced by quantity and traded by quantity.As one of the first pilot cities of the group bidding and quantity purchasing of drugs at the national level,S City first carried out some pilot work of the group bidding and quantity purchasing of drugs in the national insurance directory,which has increasingly been widely accepted and widely concerned by all walks of life.For three consecutive years,the government of S City has listed the group bidding and quantity procurement of drugs as its annual key work.At the present stage,in order to reduce the medical costs of patients,reduce and prevent the occurrence of medical corruption,it is urgent to standardize the group bidding and quantity purchasing behavior centered on pharmaceuticals,improve and strengthen the supervision and management of group bidding and quantity purchasing of pharmaceuticals.In this paper,we have studied the government supervision of drug group bidding with quantity procurement,which has certain empirical effect in S city,and it has certain demonstration effect.This paper firstly combed the drug prices of government regulation,drug group procurement system,the status quo of drug regulatory and other related documents,mainly from drug bidding procurement mode,the relevant departments at various levels supervision duties,supervision system,the content of the regulation,and supervision,regulation to conduct a comprehensive analysis of several aspects,such as pilot.Secondly,from the analysis of the current situation of government supervision in S city,it is concluded that there are four problems in government supervision,including bidding and procurement supervision personnel,information disclosure system,joint law enforcement by departments,and recruitment and acquisition evaluation standards.From the perspective of government supervision,the reason of these problems is that the common supervision system has not been formed.Lack of restriction mechanism for the public and operation of bidding and procurement information;The information circulation is not smooth due to the inconsistency of bidding and procurement information supervision platform;It is difficult to unify the demands of interested parties in bidding and procurement.Finally,according to the problems and causes of the above research,countermeasures and suggestions were put forward to improve the government supervision of drug collectivized bidding with volume procurement in S City.It includes establishing the supervision process of group bidding with quantity purchasing,establishing the credit supervision mechanism of group bidding with quantity purchasing,constructing the supervision mode of group bidding with quantity purchasing information,and strengthening the evaluation of the link of group bidding with quantity purchasing,etc.This study focuses on the government supervision of drug group bidding and quantity purchasing in S city,and the countermeasures and suggestions put forward have a forward-looking and guidance for the government supervision problems faced by the comprehensive promotion of drug group bidding and quantity purchasing in China.
