Research On Government Supervision And Optimization Countermeasures Of Private Hospitals

With the introduction of national policies to encourage social forces to set up medical institutions,the number of private hospitals continues to increase,and the types of private hospitals are becoming more and more abundant.As an important supplement to the medical service resources,private hospitals have met the diversified medical needs of a part of the masses.However,the quality of medical services in private hospitals is uneven.As the government supervision enters the reform and transformation period,the country pays more and more attention to the supervision of private hospitals.Due to the attribute of pursuing economic interests in private hospitals,illegal behaviors often occur in the daily operation process,such as excessive diagnosis and treatment,false advertising,intraoperative price increase,etc.These behaviors reduce the public’s evaluation of the private medical industry,and also reflect the current government supervision problems.Therefore,the government’s supervision mode of private hospitals needs to be further optim ized.This thesis is guided by the theory of responsive supervision,takes "finding problems,finding causes and proposing countermeasures" as the research idea.The research was mainly conducted by using literature research,case study,questionnaire survey and face-to-face interview.The evaluation of the status quo of government supervision is conducted from the perspective of private hospital managers and the public.Summarize the government supervision problems of private hospitals from the perspective of multiple regulatory subjects,and it is found that the government supervision problems of private hospitals in L city are mainly:weak government departments,small administrative punishment,insufficient self-management of hospitals,and neglect of multiple subjects to participate in supervision.From the government itself work practice,found that the main reasons of the existing problems are:the insufficient development of the competent government departments,the lack of collaborative supervision mechanism,the imperfection of the existing law and regulation system,the single means to strengthen the self-supervision of private hospitals,the insufficient transfer of the rights of industry associations,and the insufficient cultivation of other regulatory subjects such as the public.Based on the above analysis and drawing on the advanced domestic and foreign regulatory experience,the author puts forward countermeasures and suggestions from the perspective of shaping the consciousness and ability of each regulatory subject,which are:strengthening the development of law enforcement team,innovating supervision methods,improving laws and various policies,implementing quantitative and hierarchical management and credit supervision,building consultation channels with hospitals,cultivating public supervision capacity,and optimizing the social supervision environment.Through these methods,we are committed to building a diversified regulatory model involving "private hospitals,government agencies,industry associations and the public",and to achieve the purpose of improving the efficiency of government supervision,improving the medical service quality of private hospitals,and ensuring the safety of people’s medical treatment.
