Study On The Management Of Township Government In Response To Public Health Emergencies

With the continuous development of economic globalization and the continuous upgrading of global informatization,how to deal with public health emergencies has become a topic of close attention all over the world.In recent years,there are many public health emergencies in our country every year,among which there are many major crisis events.Due to the characteristics of sudden,destructive and serious consequences,township governments have paid attention to public health emergencies in all walks of life.Since 2021,our country has entered the era of overall poverty eradication,township residents no longer have to worry about food,clothing,housing and transportation,but in the face of public health emergencies,there are still great drawbacks.How to deal with public health emergencies effectively is an urgent problem for grass-roots governments in China.Based on the research object of emergency management of township government response to public health emergencies in China,this paper analyzes the existing problems by using literature research method,case study and compare the rest of the research,and puts forward solutions to the problems under the guidance of four R of crisis management theory and cooperative theory.In view of the problems existing in emergency management,five countermeasures are put forward:The first part is the introduction,which focuses on the research background and significance of the thesis,the domestic and foreign research review of the topic and the research route and ideas of this dissertation.The second section is about related concepts and theoretical basis of sudden health events and emergency management,and provide theoretical support.The third part analyzes the current situation and existing problems of township government management in public health events,analyzes the current situation of emergency management of grass-roots government,and finds out the problems of township government in emergency management.The fourth part through the comparative analysis Yunxiao county township,Zhuquan town and Ningbo area township emergency management system reform successful experience,unifies our country township government insufficiency,summarizes the following three enlightenment,the sound emergency management system,establishes the early warning monitoring system,establishes the full-time emergency rescue team.The fifth part puts forward five countermeasures for perfecting the emergency management mechanism of township government in China: first,perfecting the emergency management system in township areas;second,strengthening the ability of monitoring and early warning in township areas;third,implementing emergency management training;Fourth,strengthen media propaganda ability;fifth,establish professional personnel team.
