The Effect Of Basic Medical Insurance For Urban Workers On Poverty Alleviation Of Migrant Workers

With the victory of the war against poverty,absolute poverty has been eliminated in China,and the problem of poverty is now transformed from absolute poverty to relative poverty.The 14 th five year plan proposed in 2021 refers to the future work directions including “Healthy China”,“Multi-level Social Security System”,“More Perfect Health System” and “Full Coverage of Permanent Residents of Urban Basic Public Services”.Urban basic medical insurance plays an important role in solving absolute poverty in the past.As an important part of social security system,measures should be taken to promote migrant workers to participate in the basic medical insurance of urban workers in the future,so as to provide ideas for exploring the effective methods of relative poverty.This thesis based on the CFPS data in 2016 and 2018,then analyzes the poverty reduction effect of migrant workers participating in the basic medical insurance for urban workers by using random effect and fixed effect models.It is found that the basic medical insurance for urban workers has a certain poverty reduction effect on relative poverty.After further analysis by using propensity score matching（PSM）,the results still show that the basic medical insurance for urban workers participating in the basic medical insurance for urban workers It has the effect of reducing poverty.In the robustness test,the results of replacing the explained variable,replacing the cross-sectional data of 2017’s CMDS and using mixed regression are consistent with the results of random effect and fixed effect.In the heterogeneity analysis,it is found that the basic medical insurance for urban workers has heterogeneity for migrant workers with different health conditions.Compared with healthy migrant workers,the effect of poverty reduction is more significant for migrant workers whose physical condition has not improved.On the one hand,this may be due to the fact that medical insurance can directly claim medical expenses,so the impact is not obvious for migrant workers with good health.The results of mechanism analysis show that the poverty reduction effect of medical insurance on migrant workers is realized through the direct compensation of medical expenses on the one hand,and it will be realized by improving the health status of migrant workers and then increasing their income on the other hand;after using the intermediary effect model,it is found that the poverty reduction effect of medical insurance on migrant workers will be partly realized by improving their job satisfaction and stimulating their income We should work enthusiastically to reduce poverty.Finally,combined with the research findings and some problems existing in the current basic medical insurance for urban workers,this thesis puts forward some policy suggestions,including ensuring that the medical insurance covers migrant workers fairly,making fine and dynamic adjustments to the diseases and drug types covered by the medical insurance,increasing the publicity and promotion of medical insurance,adjusting the starting line and reimbursement proportion according to different health conditions and other standards,and establishing the basic medical insurance system Improve the national medical insurance service platform and remote medical settlement system,so as to solve the worries of the citizenization of agricultural transfer population.
