| With the development of social economy,it’s necessary for cultural industry become a historical trend.The third plenary session of the 18 th CPC central committee,according to the socialist construction strategy,has made a comprehensive plan for deepening the reform of cultural system and promoting the great development and prosperity of socialist culture,which is regarded as the epoch-making significance.The third plenary session of the 18 th CPC central committee pointed out that we should continue to transform state-owned for-profit cultural units into enterprises and accelerate the reform of the corporate and joint-stock systems.The special management shares system is explored for the important state-owned media enterprises which are transformed according to the regulations.We will promote the merger and reorganization of cultural enterprises across regions,industries and forms of ownership,and make the level of cultural industries to become more intensive and more specialized.The collectivization of performing arts enterprises has become one of the important guidelines for the country as China carries out the reform of state-owned art and literature groups.In response to the call,Harbin has Implemented the reform of the cultural performance industry.However restricted by a variety of factors,Harbin’s cultural performance industry reform effect is not perfect,and there are still many problem.This article starts with the reform process of promoting cultural performance industry in Harbin,and conducts a systematic analysis on the main problems in the current Harbin cultural performance industry reform by using statistical analysis,specific analysis,induction and summary,case analysis and SWOT analysis.Compared with the general requirements of the state,there are five aspects of the problems in Harbin’s cultural performance industry reform,namely,the implementation of dual-effect unification,the reform of cultural system,the promotion of resource integration,meeting the needs of the masses and the drive of innovation.After my analysis,the main causes of these problems are the lack of core competitiveness of the enterprise,the immature development of the performance market and the insufficiency in the role of government.SWOT theory is applied to analyze the advantages,opportunities,disadvantages and threats of Harbin’s cultural performance industry reform.Based on the SWOT matrix model strategy suitable for Harbin’s cultural performance industry reform,namely WO torsion strategy,is selected.Three countermeasures for Harbin’s cultural performance industry reform are put forward,that is,to enhance the core competitiveness of enterprises,develop and expand the performance market,and improve the administrative efficiency of the government.At the same time,in order to implement the countermeasures,it provides four guarantee measures,such as perfecting the policies related to cultural performance industry,perfecting the evaluation system of performance products,perfecting the evaluation system of cadres and talents with the characteristics of cultural enterprises,and strengthening the construction of cultural and law. |
