Abstract/Summary:
The Qing Dynasty as a multi-ethnic unified country established after the entry of ethnic minorities,due to its special historical period at the end of the feudal dynasty,the legislative technology became increasingly sophisticated.The study of the legal system and the history of Chinese national law is of great significance.As a typical representative of the rule of the Qing Dynasty,the rulers of the Qing Dynasty increased control over the frontier areas.Its large system,rich content,and the most extensive scope of applicable regions can be described as the masters of the Chinese national laws and regulations.It was through the establishment of the Lifan Yuan and the issuance of the "Lefan Rule" that the Qing dynasty strengthened its control over border areas from the perspectives of legislation,justice,and religion,and further consolidated centralization and feudal rule and tools of law.The political goals of value and feudal rule in pursuit of stability and control are now aligned.In addition to the introduction and conclusion,this article includes four parts:The first part is an overview of the Li Fan Yuan and the Regulations.First,it briefly introduces the establishment background,historical evolution and main legal functions of the Li Fan Yuan.Summary.The second part is the introduction and sorting out of the main content and nature of Li Fanyuan.First,the "Regulations" mainly regulates three aspects of content.One is the institutional setting,main functions and daily operation mechanism of Li Fanyuan.The second is the provisions on Mongolian affairs,and the third is the legal provisions on handling Tibetan affairs;then based on the text,the nature of the "Regulations" is defined,that is,it is a combination of the national law and administrative law.National laws and regulations.The third part is an analysis of the Qing Dynasty ’s ethnic policies and legislative principles embodied in the “Regulations”.It explores the legislative principles of the rulers of the Qing dynasty as “convenient and appropriate” and maintaining centralized power,as well as the “control of nobles” And religion."The fourth part is based on the "Legislative Orders of Lifan Yuan",which analyzes the historical significance of the national legislation of the Qing Dynasty,that is,it promoted thesocial development of minority areas and provided valuable historical experience for the governance of multi-ethnic countries.
