As the end of government institutions,whether rural administrative organizations can maintain the normal operation of small-scale peasant economy affects people’s attitudes and behaviors in different historical periods and environments.This is also the purport of studying "Qiu" in this paper.At present,there are many scholars who study the bamboo slips of Changsha Zoumalou.They have published fruitful research results,laying a foundation for the study of Wujian.This paper attempts to examine "Qiu" as a grass-roots administrative organization from the perspective of law,so as to analyze the emergence,development,innovation and change of the ancient rural grass-roots political power,and then study its legal function.To provide some legal support for the new era of Socialist Rural Revitalization with Chinese characteristics,the comprehensive implementation of the decision-making and deployment of the construction of beautiful rural areas and the innovation of rural governance.Specifically speaking,it is to take Zoumalou Wujian as the center,to investigate the manifestation of the grassroots mound system of the Sun Wu regime,and to study its administrative legal function and tax legal function.In order to explain the origin and development of the problem,the content of this paper is not limited by the Three Kingdoms period.It is intended to explain the actual appearance and formation of the mound system under the Sun Wu regime.The paper is divided into three chapters: the first chapter is the evolution of the "Qiu" in the pre-Qin period,trying to elaborate the existing "Qiu" system in the pre-Qin period,demonstrating that although the it has the same name as the mound system under the Sun Wu regime,its function and system design have no clear inheritance relationship;the second chapter is about the legal function of "Qiu" seen in Wujian of Zoumalou,expounding the performance of "Qiu" system in Wujian of Zoumalou,and the types of tax fields seen in Wujian,demonstrating the characteristics of "Qiu" system of Sun Wu.The third chapter is the analysis of the establishment of the "Qiu" system of Sun Wu,combining with the background of the Three Kingdoms era,expounds the advantages and disadvantages of the establishment of the "Qiu" system of Sun Wu,and the reasons for its demise.This paper focuses on the analysis of Qiu’s legal function within the scope of the recorded materials of Wu bamboo slips by using the methods of historical investigation and the research ideas of legal theory.Through the analysis and elaboration of the administrative and tax legal functions of the grassroots political power reflected by Qiu,this paper attempts to make a more in-depth explanation and explanation of Qiu’s legal functions in theory,so as to explore the characteristics of Qiu’s legal functions.
